PERFORMANCE WORK STATEMENT
1.0 BACKGROUND.
Pearl Harbor Naval Shipyard & Intermediate Maintenance facility (PHNSY&IMF) is a U.S. Navy regional industrial center that maintains, overhauls, and repairs various vessels of the U.S. Navy. Its industrial operations provide the U.S. naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to SSN 688 and 744 class submarines, surface vessels, and shore-based activities in the Pacific.
2.0 SCOPE.
PHNSY&IMF requires a Contractor to provide on-site monthly maintenance service for twenty four (24) units of Inland Technology parts washers located in various shops and replenish with Breakthrough fluid.
3.0 PERFORMANCE REQUIREMENTS.
3.1 Provide maintenance in accordance with Inland Technology manufacturer specifications to ensure lifetime warranty. The Contractor shall schedule services with the Technical Point of Contact (TPOC) and Contracting Officer’s Representative (COR).
3.2 Remove filters and replace with new filters in accordance with Inland Technology manufacturer specifications for the IT-30, IT-48, IT-48WC and IT-48M6 parts washers; dispose replaced filters to Building 1663, PHNSY&IMF Solid and Hazardous Waste Facility.
3.3 Replenish with Breakthrough fluid in accordance with Inland Technology manufacturer specifications for the IT-30, IT-48, IT-48 WC and IT-48M6 parts washers.
3.4 De-sludge a maximum of two IT-30 and two IT-48 Inland Technology parts washers as necessary. Units that need to be de-sludged will be determined by inspections conducted by an authorized representative of Inland Technology. Sludge and filters will be disposed of at Building 1663.
3.5 Workmanship: The Contractor shall ensure that all work performed is done by qualified, trained personnel according to manufacturer warranty requirements.
3.6 Contractor shall comply with Appendix I and Appendix II.

The Contractor is responsible for implementing a Quality Control Plan that identifies and results in the correction of potential and actual problems to ensure the quality and fulfillment of service deliverables.
6.0 GOVERNMENT FURNISHED PROPERTY.
None.
7.0 CONTRACTOR QUALIFICATIONS.
7.1 The Contractor shall be an authorized vendor trained and certified by Inland Technology to perform services.

7.2 Security Requirements.
7.2.1 This contract does not require a security clearance level and clearance granted by the Defense Security
Service. However, Contractor personnel shall recognize that PHNSY&IMF deals with sensitive information and other proprietary information, which are valuable, special, and unique assets. Contractor personnel shall not divulge, disclose, or communicate in any manner, any information to any third party without prior written consent. Contractor personnel shall protect information and treat it as strictly confidential and will abide by the security requirements of SECNAVINST 551g.36.
7.2.2 Contractor personnel shall follow all procedures in requesting and obtaining a PHNSY&IMF “Green” security clearance badge for all Contractor personnel performing work.
7.2.3 The Contractor shall follow the applicable requirements in Appendix III and brief their personnel to ensure compliance.
8.0 CONTRACTOR PERSONNEL.
8.1 The Contractor shall comply with Public Law 105-270, Section 5(2)(A), which states that contractors will not perform inherently governmental functions. Section 5(2)(A) of this Public Law defines the term “inherently governmental function” as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5(2)(B), inherently governmental functions include management of Government programs requiring value judgments, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations. Per Section 5(2)(C), inherent governmental functions DO NOT include, (i) gathering information for or providing advice, opinions, recommendations, or ideas to Federal Government officials;
or (ii) any function that is primarily ministerial and internal in nature.”
8.2 Contractor personnel shall not establish an employee-employer relationship with Government personnel under this contract.
8.3 Contractor personnel shall not manage, supervise, or task Government employees or military personnel.
Contractor personnel may not make any commitment to non-DoD personnel, including a foreign official, which commits the expenditure of U.S. Government resources.
8.4 The Contractor shall not provide personal services.
8.5 Contractor personnel will make clear to all individuals they engage with that they are Contractor employees and not Government employees. When participating and introducing themselves during official events wherein Government, non-Government, or foreign personnel are present, Contractor personnel will identify themselves as employees of the Contractor. Contractor personnel must be clearly identified (i.e. company shirt, pin, visible company ID, etc.) in a visible location as to who their employer is.
8.6 Facilities may close due to local or national emergencies, administrative closings, or other Government directed facility closings. Contractor access to Government facilities during closures is not permitted.
8.6.1 If a holiday falls on a Saturday, the holiday is observed on the preceding Friday. If a holiday falls on a Sunday, the holiday is observed on the following Monday.
8.6.2 All Federal Holidays shall be observed.
