About this file
This document is a Question and Answer (Q&A) response from the Higher Education Coordinating Commission (HECC) regarding ORBuys #00006041, a Request for Proposals (RFP) for Semiconductor Talent Assessment services. The HECC is seeking consultant services to conduct a comprehensive inventory of microelectronics education offerings across Oregon's K-12, workforce training organizations, community colleges, and public universities. The project scope includes conducting interviews and data collection with collaborating industry partners, comparing Oregon's degree and certificate output to competing states with high concentrations of semiconductor industry employment, and engaging with stakeholders and commission leadership. The HECC has not yet finalized the specific courses, degrees, and occupational codes to be included in the inventory, nor has it identified comparable states, though the agency has committed to providing this information to the selected consultant. Most project work can be conducted virtually, reducing the need for in-person engagement.
While the HECC has not formalized a steering committee, it plans to establish one comprising HECC staff and key industry and educational leaders involved in developing the RFP. The agency can provide contact information for many workforce training organizations, community colleges, and public universities, though a comprehensive K-12 directory is not currently available. The HECC has not conducted previous talent and workforce studies specific to the semiconductor industry. The main point of contact for the project will be designated by HECC leadership and staff at a future date. No information regarding pricing terms, contract duration, budget amounts, or award dates is provided in this Q&A document.
