About this file

The document is a Question and Answer (Q&A) file related to a Request for Proposal (RFP) issued by the Oregon Higher Education Coordinating Commission (HECC) for a Semiconductor Talent Assessment project. The RFP requests an inventory of microelectronics education offerings in Oregon, a comparison of Oregon's degree and certificate output to competing states, and interviews and data collection from collaborating industry partners. The HECC will provide comparable states for the analysis and a steering committee is likely to be formed, but has not been finalized yet. Most of the work on the project can be conducted virtually, and the HECC can provide contact information for relevant workforce training organizations, community colleges, and public universities, but not a comprehensive K-12 directory.

The related state and local contract opportunity is for the HECC Semiconductor Talent Assessment, which will be executed in the state of Oregon, specifically in Marion County and the city of Salem. No previous talent and workforce studies related to the semiconductor industry have been completed by the HECC.

• They will be conducted in concurrence with the project.

3. The RFP requests a comparison of Oregon’s degree and certificate output to those of competing states with high concentrations of industry employment. Have these states already been identified and/or are there states that HECC considers comparable?

• HECC will provide comparable states.

4. Does HECC expect the consultant to engage with stakeholders and/or Commission leadership in person, virtually, or a combination?

• Most, and potentially all, of this work can be conducted virtually.

• A steering committee has not yet been formalized but is likely to include HECC staff and several key industry and educational leaders who participated in developing the RFP.

6. Who will be the main point of contact for the project?

• HECC leadership and staff TBD.

7. Can HECC supply current contact information for all of Oregon’s K-12, workforce training organizations, community colleges, and public universities?

• HECC can provide contact information for many of the relevant workforce training organizations, community colleges, and public universities. We can identify several K-12 leaders in this space, but not a comprehensive directory.

8. Has HECC done any previous talent and workforce studies related to the semiconductor industry? When were those studies completed?

• No, not specific to the semiconductor industry.
