About this file

This is a Request for Proposals Volume II Technical Requirements document issued by the City of Seattle for the Gorge Powerhouse Crane Replacement Design-Build Project (PW#2022-076A). The project involves the design, fabrication, construction, and commissioning of replacement overhead bridge cranes for the Gorge Powerhouse, a hydroelectric facility located in Newhalem, Washington, within the Skagit River Hydroelectric Project and North Cascades National Park. The Design-Builder shall provide all engineering, procurement, demolition of existing cranes, installation, testing, and commissioning services. The project scope includes either a single 275-ton overhead bridge crane system or a dual 300-ton overhead bridge crane system with lifting spreader beam, both with 15-ton auxiliary hoists and an electric jib crane for maintenance. Additional scope includes removal of existing controls and electrical systems, installation of new collectors and radio control equipment, rail inspection and realignment per CMAA 70 standards, and hazardous materials abatement. The Design-Builder must complete a 90-day validation period to verify existing conditions and obtain missing information; any differing site conditions discovered during this period must be reported to the Owner in writing to qualify for potential change orders. The project requires strict compliance with the Skagit Historic Resources Management Plan, and any damage to historic structures must be repaired to original condition.

The Engineer's Estimate for the project is $12,500,000. Design and construction work must comply with numerous industry standards including CMAA, ANSI, ASME, AISC, AWS, NFPA, IEEE, and Washington State codes. The Design-Builder is responsible for obtaining all required permits and coordinating with federal, state, county, and city jurisdictions. All design work must be performed by Washington State licensed professional engineers and sealed upon completion of 100% design drawings. The project requires submission of design documents at 30%, 60%, 90%, and 100% completion stages for SCL review, with specified timeframes for review responses. Factory and site acceptance testing, including commissioning and startup procedures, are required, along with comprehensive operation and maintenance manuals and operator training. Site security protocols include employee screening, photo identification, badging requirements, and cybersecurity training for work within the Skagit Hydroelectric Project. The Design-Builder must provide detailed construction procedures prior to commencing work, including removal and installation sequencing, powerhouse floor loading plans, and methods for minimizing crane downtime. All work must be performed in compliance with environmental protection regulations, hazardous materials management, archaeological preservation requirements, and applicable safety standards.

1.3 Existing Facilities Information

The City does not represent that the information furnished for the Project Site, including drawings of existing facilities and systems, has been verified to be accurate and represent as-built condition. During the Validation Period, the Design-Builder must verify all relevant existing conditions information against the listed reports and documents and identify and obtain any missing information needed by the Design-Builder to complete the Project. The Design-Builder must conduct any additional testing or sampling needed to verify assumptions about the existing conditions and facilities used in developing the Price Proposal. The Validation Period duration shall be 90 days from Notice to Proceed.

1.3.1 Validation Period Obligations

During the Project Validation Period, the Design-Builder must carefully review the Project Site, conduct a Project Site Walkthrough and take field measurements, review other conditions that are relevant to or have bearing on the performance of the Work and must compare such field measurements, conditions, and other information known to Design-Builder with the information contained in the Contract.

1.3.2 Information from the City

During the Validation Period, the Design-Builder must validate the Contract documents and available Project documents and drawings provided by SCL for the purpose of performance of the Design-Build Work.

1.3.3 Entitlement to Change Order due to a Differing

Site Condition

If the Design-Builder discovers a differing site condition during the Validation Period, the Design-Builder must provide Owner with written Notice no later than the end of the Validation Period pursuant to Section 1-04.6 of the General Terms and Conditions. The Design-Builder may be entitled to a Change Order based upon differing site condition provided that the Design-

Builder demonstrates the requirements for a differing site condition and complies with the requirements in Section 1-04.6 of the General Terms and Conditions.

1.3.4 No Entitlement to a Differing Site Condition

The Design-Builder shall not be entitled to a change order due to a differing site condition if the condition was reasonably observable during the Project Site Walkthrough. After the Validation Period, the Design-Builder shall not be entitled to a differing site condition if the condition could have been discovered, with reasonable diligence, during the Validation Period.

Gorge Powerhouse Crane Replacement Design-Build Project 1-4

1.4 Design-Builder Familiarity with Project Site

It is the Design-Builder’s responsibility to become familiar with the access to and suitability of the Project Site as outlined in Volume III of the Contract Documents.

1.5 Hazardous Materials

It is the Design-Builder’s responsibility to manage waste and worker health and safety in accordance with the applicable protection plans and all applicable and relevant rules and regulations. Due to historical activities at the Gorge Powerhouse site, surface and subsurface soils within the Project area may be contaminated. In addition, equipment within the powerhouse slated for demolition may contain hazardous materials. Based on suspected historical activities, potential contaminants of concern may include, but are not limited to:

• Heavy metals

• Petroleum hydrocarbons

• Polychlorinated Biphenyls (PCBs)

• Asbestos

• Lead paint

Due to the potential of encountering hazardous materials during project activities, the Design- Builder shall ensure that employees and subcontractors have the training and information needed to perform the work safely, as per all applicable and relevant laws, rules and regulations.

1.6 Existing Condition

Gorge Powerhouse site is located within Seattle City Light Skagit River Hydroelectric Project, which is located within the North Cascades National Park, directly adjacent to the Skagit River.

The project site has complexities, such as its location within a designated historical district and is in an area that is culturally sensitive to local tribal interests. Physically the site access has a slope, is constrained by a river, the historical powerhouse and structures, and vegetated hillside.

The entrance to the project site is only via a vehicular bridge that has load limitations for size and weight. Physical access into the powerhouse is limited. The complexity of the work will vary depending on the equipment configuration and type of equipment selected.

1.7 Unplanned Outages

The existing powerhouse and substation facilities must remain operational throughout the construction period except for brief, planned outages during maintenance and other related activities. The facilities fall under NERC’s jurisdiction. If the Design-Builder accidentally causes an outage that is reportable to NERC, the Owner may assess a damage fee to the Design- Builder.

1.8 Historic Preservation

All activities within the Skagit Hydroelectric Project shall be conducted in compliance with SCL’s Skagit Historic Resources Management Plan. Any damage caused by the Design-Builder on Gorge Powerhouse, or other SCL historic structures requires repair back to its original condition in compliance with historic preservation requirements.
