THE AMERICAN SAMOA ATMOSPHERIC BASELINE OBSERVATORY (SMO)

PURCHASE, DELIVERY AND REPLACEMENT NONPERSONAL SERVICES OF THE ASH DOME LOCATED AT THE AMERICAN SAMOA ATMOSPHERIC BASELINE OBSERVATORY (SMO)

PURPOSE:

A new dome replacement and supporting wall infrastructure for the Dobson Observatory at American Samoa is required at this time. The dome and wall infrastructure protect the Dobson Spectrophotometer instrument from the harsh weather conditions. The dome slit can be opened and the dome rotated to allow observations to be made in any direction at any angle above the horizon. The current dome (>25 years old) has exceeded its life expectancy and needs to be replaced.

SCOPE OR MISSION:

The Dobson ozone spectrophotometer instrument resides in a rotating, astronomy dome with 5-ft walls on the flat roof of the main SMO building. This measurement has been operational in American Samoa since 1975. The requirements to make scientific measurements with the Dobson instrument include tracking and viewing the sun at multiple locations across the sky as well as viewing the sky straight overhead. Ash Domes have been used by GML at the observatory locations for over 40-years. The product is ideally suited for the measurements, can withstand the harsh conditions of the South Pacific, and requires no building modifications (power and roof are already configured appropriately) saving thousands of dollars in engineering and installation expenses.

BACKGROUND:

The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) operates a year-round long-term atmospheric research facility on Cape Matatula, American Samoa. The American Samoa Atmospheric Baseline Observatory (SMO) is one of NOAA’s four atmospheric baseline observatories worldwide and monitors the composition of air flowing off the Pacific Ocean. Sitting on a 26.7-acre parcel of land, the observatory hosts a number of complementary atmospheric research projects from universities, federal agencies, and foreign research groups.

Located on an island in the South Pacific Ocean, the observatory is located in a highly corrosive environment. The island receives frequent, heavy rainfall (approx. 200 inches of rain annually) and averages around 80 degrees F (26.7 C). The high humidity and salt spray from the ocean expedite corrosion, making high quality building materials, corrosion-resisting treatments, and regular maintenance necessary. In addition, American Samoa is located in an active tectonic region, experiencing earthquakes and tsunamis, and is regularly in the path of tropical storms, requiring adherence to the latest building technology and regulations (seismic, wind, etc.).

TECHNICAL SPECIFICATIONS:

a) 10’6” diameter, Model REB, Ash-Dome, electrically operated upper shutter and azimuth with electric lower Type ‘B drop-out

b) 5’ tall support wall cylinder with door, lockset, and keys

c) Shipping of disassembled units to Pago Pago Port via Ocean freight

DELIVERY SCHEDULE:

Delivery will occur within 180 days after receipt of a purchase order.

SPECIAL REQUIREMENTS:

See delivery instructions below. All-Wheel Drive and Four- Wheel Drive vehicles are recommended for accessing the observatory, especially when the roads are wet from rain storms.

DELIVERY:

The American Samoa Atmospheric Baseline Observatory (SMO) sits on a 26.7-acre parcel of land. Logistically, a 0.5 mile paved asphalt private road connects the main road (Route 1 in the village of Tula) with the observatory facility. Following the contours of the hillside, it is a narrow road with many twists and steep hills. The driveway can be challenging for longer vehicles due to the narrow width, rolling topography, and occasional sharp corners. All Wheel Drive and Four Wheel Drive vehicles are recommended for accessing the observatory. The power lines do cross over the road in multiple locations along the driveway and may pose an overhead obstruction issue for very tall vehicles (no known issues with the power lines obstructing access to the site historically). Trees and dense vegetation may also pose an overhead obstruction for the tallest vehicles.

All cargo coming into/out of American Samoa is via ship or aircraft. The port is located in Pago Pago, approximately 45 minutes from SMO. The airport is located in Tafuna, approximately 60 minutes from SMO. Most hotels, stores, and services are located near Pago Pago and Tafuna. Few stores on the island stock construction supplies and their inventory is not reliable, so all materials for the project will need to be shipped to American Samoa in advance of construction work starting.

Scientific measurements obtained at SMO often represent the global background conditions for the atmospheric research community. As such, the measurements taken at the site are highly precise and need to be safeguarded to ensure that indoor room air and/or local site contamination does note negatively impact the long-term records. NOAA has developed a comprehensive banned construction materials (chemicals) list and each product used at the site must be cleared against this banned chemical list prior to use. The banned construction materials list will be provided to vendors and NOAA can assist with reviewing individual products as needed. Furthermore, it will be required to keep the science at SMO operational as much as possible throughout construction activities. For example, temporary power might be required and/or a phased approach to building modifications that allow for scientific systems to stay online to the greatest extent possible. All new construction work shall meet current code requirements.

Vendors will be responsible for obtaining any necessary permits.

Location of SMO:

Pago Pago, Cape Matatula, 96799-2521, American Samoa Latitude: -14.2474° N Longitude: -170.5644° W

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. (g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
