About this file

This document is a Request for Qualifications (RFQ) issued by the City of Medford, Massachusetts for a solar and battery storage resiliency project at the Andrews Middle School. The City is seeking qualified and experienced respondents to finance, design, install, own, operate, maintain, and ultimately remove on-site roof-mounted and canopy solar photovoltaic (PV) systems and battery energy storage systems at the Andrews Middle School and potentially additional municipal locations. The City has received or anticipates receiving grant funds that may be used to pay for resiliency upgrades and automatic demand response integration. Respondents must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) and submit a DCAMM Certificate of Eligibility and Update Statement with their response. The City intends to award a Lease and Power Purchase Agreement (LEASE/PPA) to the responsive offeror deemed most advantageous. An optional pre-bid conference and facility tour will be held prior to the submission deadline of March 10, 2022 at 1 PM.

The City reserves the right to cancel the RFQ and/or reject any and all responses if it determines doing so is in the best interest of the City. The successful respondent will be responsible for the ownership, operation, and maintenance of the solar plus storage system, while the City will own the resiliency upgrades and automatic demand response integration components if the City chooses to move forward with those. The City may use grant funds to cover the full cost of the resiliency upgrades and demand response integration, so those costs will not impact the power purchase agreement pricing.

LEGAL NOTICE

REQUEST FOR QUALIFICATIONS – G.L. c. 25A, § 11i

SOLAR & BATTERY STORAGE RESILIENCY PROJECT

AT ANDREWS MIDDLE SCHOOL

CITY OF MEDFORD

RFQ 22-0034, Winter 2022

The City of Medford (“The City” or “The Owner”) issues this Request for Qualifications (RFQ) pursuant to G.L. c. 25A§ 11i, and 225 CMR 19.00 from qualified and experienced solar and energy storage system respondents (“Responsive Offerors” or “respondents” to finance, design, install, interconnect, own, operate, maintain, repair and, ultimately, remove on-site roof-mounted and canopy solar photovoltaic (PV) systems and battery energy storage system (collectively referred to henceforth as the “solar plus storage system” or “Systems”) at the City’s Andrews

Middle School (AMS), as described in this RFQ, and at additional municipal locations, as outlined in Attachment A4. It is intended that the Systems will be sized to the maximum extent feasible, subject to the provisions of this RFQ, the City’s activities at the project site, applicable legal requirements and the characteristics, limitations and load bearing capacity of the project site.

The City has received or anticipates receiving grant funds which may be used for the installation of resiliency controls and related electrical upgrades (referred to henceforth as “resiliency upgrades”) and to integrate the solar plus storage system and resiliency upgrades with Automatic

Demand Response (referred to henceforth as “ADR integration”) at AMS. The solar plus storage system, the resiliency upgrades, and the ADR integration are referred to collectively as “the

Project.” The City will decide, in its sole discretion, whether to move forward with storage, resiliency upgrades and automated demand response integration. If the City chooses to do so, they may use grant funds to pay the full cost of such work so that the cost of these additional components will not have an impact on the price of the power purchase agreement as set forth in the RFQ. In such event, the City would be the owner of the resiliency upgrades and ADR integration, and the respondent will be the owner of the solar plus storage system, provided that Respondent would be responsible to operate and maintain all such systems.

The successful Responsive Offer, or if the Responsive Offeror will construct the Project through and under contract with a general contractor, it’s general contractor, must be certified by the

Division of Capital Asset Management and Maintenance (“DCAMM”). Each Responsive Offeror must include a DCAMM Certificate of Eligibility and DCAMM Update Statement with its response.

The City of Medford intends to award a Lease and a Power Purchase Agreement (LEASE/PPA) for the solar plus storage system and for the resiliency upgrades and ADR to a responsive offeror as set forth in Section VII of this RFQ and whose response is deemed the most advantageous pursuant to G.L. c. 25A, § 11i and 225 CMR 19.0099.

An optional Pre-bid Conference will be held on February 15, 2022, at 10am via Zoom. If requested ahead of time, a facility tour will be held on Thursday, February 17, 2022, at 3:30 PM.

This project is being Electronically Bid (E-Bid). All responses shall be submitted online to www.BidNetDirect.com prior to Thursday, March 10, 2022, at 1pm. You can register to become a proposer online at www.BidNetDirect.com. For assistance, contact BidNetDirect.com. at 800-

835-4603.

Response Documents will be available online at:

https://www.bidnetdirect.com/massachusetts/cityofmedford on Thursday February 3rd, 2022, at

12pm.

The City of Medford reserves the right to cancel the RFQ and/or to reject, in whole or in part, any and all responses in writing if/when it determines that cancellation or rejection serves the best interests of the City.
