21st Century JFO Questions with Responses

Question Response

1. I was just looking to find out if this is considered a new requirement or if there is an incumbent? If there is an incumbent, can you please provide the contractor and contract number?

Incumbents are government staff and therefore there is no contract number.

2. Do you have for a requirement voicemail system requirements?

Yes.

3. Do you have call recording requirements? Yes, if the regional IT Manager requests call center capability.

4. Do you have call center reporting requirements? Yes, if the regional IT Manager requests call center capability.

5. Should we assume the entire LAN infrastructure will be wireless?

The intention is to have as much of the infrastructure be wireless as possible.

6. Requirement #4. Utilize 802.11x WiFi specification

- Question. Is the “x” in 802.1x meant to be a variable referring to the various WiFi types (802.11a/b/g/n/ac)?

Yes, refers to the various WiFi types (802.11a/b/g/n/ac).

7. Requirement #6. Architecture supports FEMA and

FEMA-authorized (external) partners - Question.

Can you provide examples of the “support" needed between FEMA and FEMA-authorized partners? i.e., VPN services? Video services?

Wireless Guest Access? Etc.

The goal is to provide infrastructure capable of voice and data for both FEMA and FEMA-authorized (external) partners.

8. Requirement #9. Support FEMA furnished laptops and other FEMA furnished WiFi capable devices - Question. Will FEMA be deploying any WiFi capable IP Phones?

Yes.

9. Requirement #12. Support data services for normal mission support operations - Question.

Can you elaborate on "normal mission support operations" regarding data services?

Access to FEMA Enterprise Network (FEN) which provides e-mail services, applications, database services, internet access, etc.

10. Requirement #13. Support voice services for

Can you elaborate on "normal mission support operations" regarding voice services?

Access to dial tone for incoming and outgoing calls.

11. Requirement #14. Support video services for

What type of video services will be leveraged from the JFO?

Access to FEMA video conferencing capabilities from desktop, mobile, and fixed conference room facilities.

12. Requirement #18. Provide 911 service and local calling - Question. Does FEMA need basic 911 or E911 services?

E911 service is needed.

13. Requirement #24. Support wired data requirements for FCO/Staff, Admin, Finance, GIS groups (% of total users) - Question: Is there a desire to combine wired and wireless data termination into a single device?

Yes, the intention is to have as much of the infrastructure be wireless as possible.

14. For the mentioned “authorized non-FEMA furnished WiFi capable devices,” what deems a device as “authorized?” Might this relate to a particular device type, model, OS version, etc.?

This authorization refers to the use of external partners’ devices on FEMA wireless infrastructure.

15. There is mention of user services such as video, fax, wireless printing, and auto attendant for incoming calls, etc. Does FEMA already have these peripheral solutions in place for the standard desktop and wired office, and therefore, plans to simply migrate these to the JFO? Or is FEMA also open to these peripheral solutions being offered anew and optimized for a wireless environment (wireless meaning Wifi and cellular)?

FEMA is open to peripheral solutions being offered as new and optimized for a wireless environment.

16. Please offer further description and details for the documented requirement of: “Handle inbound calls by group(s)”

Hunt groups, Pickup groups, Vectors and Skill groups that can be manipulated by time of day.

17. Please offer further description and details for the documented requirement of: “Capacity conditions today. Anticipated capacity conditions within 12 months.”

Are you capable of delivering your solution today? Are you capable of delivering your solution to meet future surge requirements?)

18. Will Wi-Fi service be needed outdoors and indoors? How large an area of coverage will be needed? What are coverage area requirements for Level-3, Level-2, and Level-5?

Yes, both will be required. Area coverage depends on building/JFO size. 100% coverage for entire facility, which could be a one-story building with 20,000 square foot area or ten-story building with 500,000 square feet area.

19. Will JFO personnel be in multiple locations thereby requiring multiple areas of Wi-Fi access? If multiple locations are to be supported, how far apart will they be? Our expectation is that some number of access points will cover a single mobile location. Access point distribution for multiple locations will factor into backhaul selection.

Yes. People need to move throughout the facility for meetings and conferences and will need to access multiple access points within the building or multiple buildings in a campus scenario.

20. How does FEMA view this network’s portability?

Will this equipment be something that is brought into the area on a trailer or container? Will the equipment need to be moved to another physical site during a deployment? If portability is part of the requirements, what set-up/tear-down time constraints must be met, i.e., pulling into to a new location with access points, and how fast must set-up be completed? For call-center functions, will these need to be portable as well or is there an expectation that a permanent call center location can be used CONUS? If portable, again what are set-up time requirements?

All equipment is to be portable with the ability to breakdown and be used in a fixed facility environment.

During the life of a JFO the equipment may be moved from building to building or to other facilities within the same state or region. Each site must be installed and fully operational with 48 hrs. of notification.

21. Does FEMA have a vision of backhaul technology that should be used if portability is required?

No; we are looking for industry’s best solution to accomplish backhaul.

22. Does only the Wi-Fi access have to be FIPS certified?

Yes, must be FIPS 140-2 compliant.

23. What bandwidth requirements are there for video and data? What general bandwidth requirements need to be met?

We are looking for industry best solutions that meet the requirements specified in Section C, pg. 4 Event Levels chart and are in line with the specified Event Level Requirements.
