About this file
This document is a justification and approval for using other than full and open competition on a federal contract. The Naval Sea Systems Command, Naval Surface Warfare Center Crane is seeking to increase the ceiling amount on a contract with NTS Technical Systems and Hi-Test Laboratories for heavy-weight high impact shipboard shock and vibration testing of the Surface Electronic Warfare Improvement Program. The testing requires receipt and storage of classified hardware up to the secret level, necessitating additional onsite security measures to safeguard government property. As a result, the contract ceiling is being increased from $1.5 million to $2 million. The projected funding profile is updated to reflect $2 million in fiscal year 2021 for this sole source contract, which was awarded on September 24, 2021 to an unknown vendor for an unknown amount.
