A. PART I. SPECIALTIME BOXES:

1. Vessel Required:

a. The Military Sealift Command requires a support vessel to support logistics experimentation for fuel, stores, salvage, battle damage repair, and simulated ordnance delivery from small commercial platforms. Operational tasking will be provided by Government representatives to the contractor for daily and long range planning. The desired vessel is a near commercial off the shelf (COTS) items with minor alterations to facilitate Navy communications, mission planning and desired logistics capabilities.

b. MSC requires one U.S. flag, Jones Act qualified supply vessel to support various Fleet operational and training events. The vessel shall operate out of Virginia Beach, Virginia, and throughout the United States East Coast. The vessel will be required to pull into military and civilian ports as needed by specific training evolutions. The period of performance will be 31 days (20 Jul – 20 Aug 2021). The vessel will provide training support in the vicinity of Virginia Beach, Virginia starting on 20 July 2021. The OSV will also transit to the vicinity of North Carolina for additional training support. Contractor engineering support for Sponsor Mission Equipment (SME) installation shall be required.

c. The vessel and crew shall provide around the clock support for mission operations including (but not limited to) the following:

• Provide vessel for Pre-Delivery Site Survey (PDSS). During the PDSS, the operator shall permit US Government personnel to visit the vessel no less than 5 days and no more than 45 days prior to the delivery date to conduct a PDSS. The purpose of this PDSS shall be to, at a minimum, identify lay-down locations of sponsor Mission Equipment (ME), identify locations of electrical outlets, and limit potential obstructions to operations

• Transfer of ordnance (inert)

• Hotel Services (i.e. messing, berthing and communications, as outlined).

• At sea transfer of personnel, cargo alongside, and of water or fuel astern in up to sea state 3.

• Operation of the ship crane.

• Engineering and Material Handling Support

• Allow access and operation of crane by government personnel during ordnance evolutions and provide supervision of government personnel who operate the crane. Government personnel will be certified to operate the crane by a mutually agreed upon certification agency.

• Launch and recovery of small boats and divers.

d. Fuel Transfer Support:

Fuel Transfer Ashore. Sponsor desires to demonstrate capability of OSV’s to transfer aviation fuel to storage facilities on shore. Fuel will be pumped ashore from a Contractor provided deck-mounted Jet-A fuel tank and fuel pump (600 GPM @ 150 psi.).through SME hose. 6000 feet of “lay flat” 6” hose shall be stowed on the OSV in 2 - 20ft TEU containers and deployed over the stern of the vessel and transported (still attached to the vessel) to the beach by contractor furnished workboat. Hose shall attach to a bladder ashore. Vessel shall provide equipment necessary to mate the JET A tank to a 6-inch Victaulic coupling – (Victaulic Style 77 flexible coupling, grade t type A nitrile gasket (oils and fuels) pg 7 of https://www.victaulic.com/assets/uploads/literature/G- 108.pdf). The contractor must also provide 110-125 psi air at ~250 CFM for pigging the hose.

Product spec sheets and pigging device detail will be provided after award.

Underway Astern Refueling: Sponsor desires to prove capability of OSV to transfer F-76/DFM fuel to Navy ships. An SME astern refueling “rig” including (400’ of 2-1/2”of hose will be installed on the vessel and connected to an OSV fuel transfer system deck riser. Hose will be deployed over the stern of the vessel using Navy-standard procedures for refueling USN vessels, and shall attach to the USN vessel forward deck riser. DFM fuel will be pumped to the USN vessel via the OSV’s fuel system. A “distance line” will be deployed over the stern as a stationing aid for the USN vessel.

Government personnel will rig all equipment with assistance from OSV crew.

e. OPTEMPO: It is estimated, without guarantee, that the vessel will be:

• Underway at DP/Loiter 35% of the time (DIW / “Hover Mode” for Salvage Ops) (*Box 70)

• Underway at Transit Speed (~10kts) 15% of the time (*Box 73A)

• Underway training evolutions speed (~8kts) 35% of the time (*Box 73A)

• In port on Generator/Auxiliaries 10% of the time (*Box 71)

• In port on Shore Power 5% of the time.

Underway periods consist of independent steaming; various refueling/other at-sea operations, simulated personnel rescue operations, diving/salvage/other operations, point-to-point transits for vessel operations, and for equipment discharging/loading operations. Actual work may vary considerably from the schedule of estimates contained herein. Fuel burn rates shall be provided for underway and inport/auxiliaries conditions outlined above in PROFORMA boxes 66 – 73*.

f. Minimum Vessel Characteristics / Contract Requirements Table: The vessel provided by the contractor shall meet the requirements in the following table.

VESSEL

CERTIFICATIONS

The vessel shall be United States Coast Guard (USCG) certified under 46 Subchapter I and American Bureau of Shipping (ABS) classified or an International Association of Classifications Societies (IACS) member society. At a minimum, the vessel, launch and recovery systems, cranes, weight handling equipment and unique shipboard storage appliances shall be maintained and shall be classed by the ABS (or equivalent society).

Offeror shall provide current COI and COD.

Certification to pump fuel to another vessel or ashore (DFM and JP5) will be sought by the government after award.

ENDURANCE AND

SEAKEEPING

The vessel shall be capable of supporting at-sea operations for up to 18 days without resupply. In addition, the support ship shall be able to operate in conditions up to and including sea state 7 and conduct launch and recovery of small boats up to sea state 3.

WATER DEPTH

Vessel shall facilitate operations in water depths of 30 – 1000 feet.

SPEED Minimum 10 knots transit speed.

DYNAMIC

POSITIONING

Vessel shall be equipped with an operable Dynamic Positioning Capability Class 2 system or equivalent. The vessel shall be capable of maintaining a specific heading at speeds of one knot or greater and maintaining station within a 150-foot radius of the established position in conditions up to and including sea state 5 (waves up to 10 feet). In addition, two fully qualified, certified dynamic positioning officers shall be provided in order to support 24/7 operations and training.

The vessel shall be equipped with CYSCAN or RADISCAN beacons to allow cargo transfer operations with anchored USN vessels.

The vessel shall also be capable of maintaining station within a 60-foot radius of the established position in conditions up to and including sea state 3.

DECK SPACE The vessel shall have a minimum of 5,000 sq. ft. (465 sq. m.) of contiguous open deck space of sufficient deck strength to load the required SME/CFE as listed in the Sponsor Mission Equipment and Contract Furnished Equipment sections of the Minimum Vessel Characteristics/ Contract Requirements Table. The aft (working) deck shall meet the following requirements:

1. Have the capability to conduct universal four-point lashing to the deck and provide appropriate lashing gear. All deck-stored equipment shall be griped or stowed to support open ocean transit in sea states equaling vessel’s sea state capability

2. Allow for operations over each side and stern depending on required operations.

3. Be clear of all equipment and deck protrusions taller than 50.8 mm (2 in).

4. Deck lighting to support night time launch and recovery of small craft and other training evolutions.

5. Deck lighting to support on deck maintenance during transit without interfering with safe navigation and bridge observation.

6. This working deck area shall not be encroached upon by other temporary installations such as accommodation modules. Towing gear, hatches and similar items installed in the deck shall be arranged to be compatible with temporary systems to be carried on deck.

7. Bulwarks:

a. Side bulwarks - There shall be a removable section of the bulwarks of no less than 10’ wide for temporary removal and reinstallation to allow deck-level open access for over the side evolutions. The bulwark section should have a bolt flange allowing easy removal and re-installation. Removal of the bulwarks should provide at a minimum, a 10-ft x 10-ft flush deck, free of obstructions, with direct access over the side.

b. Astern bulwarks – There shall be a removable section of the astern bulwark that provides an open area on the stern (approx. 90% clear) to facilitate astern re-fueling operations. Chains and removable stanchions or other functional method shall be used to enclose stern when the vessel is not engaged in refueling or similar stern operations from the aft deck area.

8. The working deck shall be provided with a system of tie down points capable of securing sponsor mission equipment in various configurations.

The system shall consist of a grid of container locks spaced in standard ISO container pattern. They should allow for containers to be placed adjacent to one another in either a fore and aft or athwart ships manner.

The contractor will provide a certified load test of the installed container locks.

9. General arrangement drawings that demonstrate SME arrangements and total deck space will be provided by the offeror.

VESSEL LAUNCH AND

RECOVERY SYSTEM

The vessel shall be equipped with a man-rated crane or davit boat launch and recovery system. This system shall:

A. Be man-rated and capable of lifting and supporting the Contractor-provided workboat at full displacement with up to 10 government personnel and boat crew onboard.

B. Be manufactured in accordance with U.S. Navy standards or a recognized classification society standard (ABS rules for building and classing vessels or equivalent standard).

C. Provide a safe means of controlling the motion of the craft during launch and recovery operations in order to prevent injury to personnel and damage to the craft.

D. Provide 24-hour launch/recovery services in support of mission requirements in conditions up to and including sea state 3.

ELECTRICAL POWER The vessel must be able to provide sufficient electrical power near the tie down locations for sponsor mission equipment (SME) identified in this document. Four 480 VAC, 100-AMP (DELTA) outlets, four 220 VAC single phase, 60-AMP, 60 HZ outlets and four 208 VAC single phase, 60- AMP, 60 HZ outlets shall be provided.

Habitability areas will be equipped with 110 VAC, 15 AMP (or higher), 60 HZ power outlets for minor sponsor loads. (Laptops, personal entertainment equipment, etc.)

FRESH WATER The vessel shall provide a minimum of 2,000 gallons of potable water per day to support sponsor personnel and crew living onboard. In addition, 1,300 gallons of fresh water daily shall be provided on the back deck for miscellaneous use, including but not limited to equipment wash down.

These requirements may be met through onboard water production capability, potable water storage capacity or a combination of both. If production capability does not exist (e.g., vessel operating close to shore), onboard storage must be sufficient for the endurance period 18 days).

CRANE A knuckle boom, fixed boom, or telescoping boom crane capable of supporting minimum 20,000 lbs. through its full range of motion. The crane boom shall have a minimum reach of 65 ft. over the side of the hull closest to the crane pedestal, and the minimum height required from the waterline to the heel pin (rotational axis of the boom) of the crane shall be no less than 46 ft. Offerors will provide GA drawings to demonstrate crane arcs, reach and heel pin height.

The Contractor shall provide crane services for no more than 12 hours per day. Crane operators shall be certified to a company or industry standard meeting OSHA 29 CFR 1918.98 requirements. Documentation of training will be provided in proposals. Crane Shall meet NAVSEA OP4 and NSTM S9086-T4-STM- 010/CH-589 requirements.

MEALS The Contractor shall provide three (3) galley prepared cafeteria- style meals and snacks for forty (40) embarked personnel (not including vessel crew) when underway. THE PRICE OF MEALS SHALL BE

INCLUDED IN THE DAILY CHARTER RATE.

BERTHING The vessel shall support berthing for up to forty (40) embarked personnel in addition to vessel crew. Berthing shall be provided with no more than eight (8) per stateroom and per head equipped with shower. Curtained off bunks are acceptable. Clean linens shall also be provided. THE PRICE

OF BERTHING SHALL BE INCLUDED IN THE DAILY CHARTER

RATE. Sponsor and crew berthing will be annotated on GA’s to be provided by the Offeror.

LAUNDRY SERVICES The vessel shall provide a 24-hour laundry facility for a minimum of 40 government assigned personnel. Soap shall also be provided.

PORT SERVICES The Contractor shall have the employ of an agent to arrange for all Port Services on a reimbursable basis during this charter. Port services shall include tugs, pilots, potable water, shore power, trash and garbage removal, oily waste removal (including small boat bilge waste), sewage removal, hazardous material removal, line handlers, dedicated telephone service and liberty launch services. Additionally the Contractor shall coordinate with appropriate offices onboard military installations to ensure all employees are granted base access. MSCLANT shall assist in an advisory capacity, but the responsibility for this shall reside with the Contractor. MSCLANT POC information shall be provided upon award.

COMMUNICATION

EQUIPMENT

The vessel shall carry marine VHF and a ship’s cell phone. The Offeror shall accommodate the integration of SME communications equipment and antennas including secure HF/VHF/UHF/SATCOM to vessel infrastructure. The contractor shall allow embarked personnel internet connectivity while underway.

NAVIGATION

EQUIPMENT

The vessel shall be equipped with gyrocompass with repeaters, GPS and a radar. The radar shall be capable of surface search to a minimum of 25

NM.

AIR CONDITIONING All interior berthing and work spaces shall be climate controlled. The maximum temperature shall be no more than 80 degrees F.

FUEL TRANSFER The vessel shall be capable of conducting replenishment of fuel and materiel to ships and shore facilities. The vessel shall have a fuel capacity of 20,000 gallons of DFM (F76) for transfer astern. The vessel shall have the ability to pump this fuel from her tanks at a rate of 250 gallons per minute or greater through the Sponsor supplied 2.5” hose reel system.

The vessel shall also provide a deck-mounted fueling station with 10,000 gallons of Jet-A fuel capacity to support ship to shore re-fueling. A list of required reducers and adapters shall be provided. These shall be reimbursed per the terms of the contract.

SPONSOR MISSION

EQUIPMENT

Vessel shall be required to load and secure various mission equipment including, but not limited to, the following:

1) Sonobuoy’s

2) Diving Equipment

3) Salvage Equipment

4) Cargo Pallets

5) Battle damage Equipment

6) Distributed Littoral Operations Fuel Transfer System (DLOFTS)- Two (2) - Twenty-foot (20ft) ISO containers (carrying 6,000 ft. of 6” lay-flat hose) plus an 8ft by 10ft equipment skid (ship-shore)

7) Astern Refueling Equipment 2.5” hose reel system. (ship-ship)

CONTRACTOR

FURNISHED

EQUIPMENT

Contractor shall provide:

1) One Workboat (35 ft.) to accomplish evolutions delineated in the

Launch and Recovery System section listed in this document, including transferring injured/other personnel and moving other SME and Government- Furnished Material (GFM) between vessels, or to/from the pier/port.

• Ship’s crew shall operate the 35 ft. contractor provided workboat.

• Workboat shall be able to pull 6,000 ft. of 6 inch hose from the vessel to the ashore high water mark. Estimated tow force required to pull hose is 11,481 lb.ft. (does not include thrust necessary to propel the vessel at the 3kt speed used in the assumptions).

• Ship’s crew shall support training evolutions for recovering injured personnel from a US Navy vessel using the workboat.

2) Sufficient certified and load tested rigging equipment to support sponsor operations. This includes chains to gripe equipment to the deck, and slings for lifting evolutions.

3) Reflectors/Targets/Transponders for DP track-follow operations as required.

4) Deck-mounted JET – A tank described above.

5) Fuel Pump described above.

6. Terms/Conditions/Attachments added, deleted or modified:

1) ADD “HEALTH AND SAFETY REQUIREMENTS:

a) Owner shall provide the MSC Area Commander with any report required under U.S. Coast Guard Marine Safety Information Bulletin 02-20 (Change 3) (requiring hazardous conditions be reported), prior to entering the port.

b) Owner shall provide in its proposal its company’s health and safety plans for its crew, related to the novel coronavirus for this mission. The plan will become part of the contract.

c) With respect to Restriction of Movement (ROM) procedures/COVID testing provisions, this portion of the plan will be evaluated to ensure it meets or exceeds MSC QMS requirements and provisions as relates to routine crew rotations; the MSC QMS is available upon request. An unacceptable plan as relates to routine crew rotations will render an offer ineligible for award. Alternatively, in lieu of having their ROM procedures/COVID testing provisions evaluated as part of contract award, or meeting MSC QMS requirements, an offeror may warrant that they will not conduct any routine crew changes during the course of the charter.

d) Any and all costs related to all crew changes/rotations shall be for the responsibility and account of the owner, who shall notify the Contracting Officer not later than two weeks prior to the crew change/rotation.

e) Owner is advised that due to the time-sensitive and critical nature of the mission, including environmental factors, the Excusable Delay provision shall not apply if delay was caused by a breach of Owner’s Health and Safety Plan cited above, or was otherwise reasonably preventable by following U.S. Coast Guard or Center for Disease Control COVID-19 guidelines in publication at the time of breach.

f) The ship-owner agrees that crew and other embarked personnel may be ordered by the charterer to stay aboard the vessel during port visits under this charter as deemed necessary by the charterer or local government authorities. Further, the ship-owner agrees that the charterer may limit access to the vessel by any shore-side personnel upon the vessel’s port calls during this charter.”

AMEND: PART III Special Time Terms and Conditions (Addendum to FAR 52.212-4), pg. III-1 para (a) CHARTER HIRE, (1) Hire Rates to read as follows:

(1) HIRE RATES. Charter hire for services under this Charter Party shall be payable at the applicable rates stipulated in Boxes 13 – 15 and shall be payable at the expiration of each 15 days of the charter period and at the end of the performance period.

MULTIPLE OFFERS

ADD PART XII(b)(4) FAR 52.204-26 Covered Telecommunications Equipment or Services- Representation (OCT 2020)

Offerors shall use the guidelines set forth in Part X(a) for submission of offers; however, at a minimum, offers must contain the following:

• Proposals must be submitted via e-mail in Adobe Acrobat (.pdf) format, and must be compatible with Adobe Acrobat Reader 8.0 or later version.

• Proposals must contain either a verifiable electronic signature (e.g. PKI enable certificate), or a scanned image of the handwritten signature of the Offeror or Offeror's agent.

• Offerors are advised that delays in the receipt of e-mail do occur, and the Offeror is solely responsible for timely receipt of offers by the Government regardless of any problems or delays related to computer hardware or software systems including, but not limited to, servers and firewalls. An E-mail proposal that resides on a Government server, but has not appeared in the designated E-mail inbox by the due date and time for proposal submission will be considered late.

• Offerors are advised that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 20 megabytes.

• Completed Copy FAR 52.212-3 and Alternate I Representations and Certifications (Feb 2021).

• Completed Copy FAR 52.209-7 – Information Regarding Responsibility Matters (Jul 2013).

• Completed Copy FAR 52.209-11 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under any Federal Law (Feb 2016).

• Completed Copy FAR 52.204-24 and FAR 52.204-26

• Acknowledgement of all terms and conditions of MSC SPECIALTIME 04-2021 and the

RFP.

• Owner shall provide the MSC Area Commander with any report required under U.S. Coast Guard Marine Safety Information Bulletin 02-20 (Change 3) (requiring hazardous conditions be reported), prior to entering the port.

• Owner shall provide in its proposal its company’s health and safety plans for its crew related to the novel coronavirus for this mission. While not evaluated, upon award, this plan shall become contractually binding on the owner.

• The ship-owner agrees that crew and other embarked personnel may be ordered by the charterer to stay aboard the vessel during port visits under this charter as deemed necessary by the charterer or local government authorities. Further, the ship-owner agrees that the charterer may limit access to the vessel by any shore-side personnel upon the vessel’s port calls during this charter.

• Owner agrees that no routine crew changes will occur during the course of the charter and that all costs (e.g., transportation, Restriction of Movement, or other quarantine costs) associated with any non-routine crew changes shall be the responsibility of the Owner and not the Charterer.

• Owner’s full style email address and point of contact to be used in conjunction with the

Government’s web-based post-contract performance information system, Contractor Performance Assessment Reporting System (CPARS). Instructions to be provided post-award.

• Offeror’s or authorized agent’s signature. Note: Unsigned offers will not be considered for award.

• Vessel specification sheet to include pictures of the vessel.
