PWS
Education Services for Eligible Dependent High School Students at West Point, NY
1 GENERAL INFORMATION
1.1 Agency: For school year 2020-21, the Department of Defense Education Activity (DoDEA) will provide PK-12 instruction to approximately 66,000 dependents of military and civilian employees. Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain and Italy. In the Pacific, DoDEA operates 45 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. In addition, DoDEA operates a fully accredited Virtual High School with teaching hubs in each DoDEA region: Americas, Europe, and Pacific.
1.2 Background
1.2.1 Under 10 U.S.C. 2164 and DoD Instruction 1342.26, special arrangements are defined as an agreement, between the Secretary of Defense, or designee, and a local public agency whereby a school or a school system operated by the local public education agency provides educational services to eligible dependent children of U.S. military personnel and federally employed civilian personnel. Arrangements result in partial or total Federal funding to the local public education agency for the educational services provided.
1.2.2 On the West Point Military Reservation, DoDEA operates an elementary and middle school but not a high school. Contractual arrangements for the high school began with Highland Falls-Fort Montgomery School District in 1985 under the premise that the West Point Military Reservation is held under exclusive jurisdiction of the United States and the local education agency is not entitled to impact aid for these students. Therefore, DoDEA contracts for educational services for all students in grades 9-12. The most recent contract, was awarded to the Highland Falls-Fort Montgomery School District on a sole source basis without protest.
1.3 Scope of Work
DoDEA requires a comprehensive high school education program (grades 9-12) for approximately 200 students with a broad range of educational needs, all of whom are dependent children of DoD personnel, residing on or near the West Point Military Reservation. The Contractor shall provide all necessary labor, services, administration, transportation, supplies, equipment (not otherwise provided by the Government), and other items necessary for a comprehensive high school educational program to meet or exceed the performance of schools ranked as highly performing, as measured by the New York Department of Education School Report Card. This secondary education program shall include Advanced Placement®, Regents, and Regents with Distinction courses (or equivalent), special education services, Career Development and Occupational Studies (CDOS), differentiated instruction, counseling and post-secondary advisement services, along with and extracurricular academic, arts and athletic activities, consistent with Federal and state laws and regulations.
The Contractor shall provide the required educational program in accordance with (IAW) the laws of New York State and applicable U.S. laws and regulations, including CRR-New York State 100.10 for home instruction. The Contractor shall be accredited by one of the U.S. accrediting associations (ex: Cognia), a U.S. state education agency, or by a public-or state-support system of accreditation for public private education programs, and/or be able to be recognized by the New York State Commissioner of Education to operate schools, grade 9-12 in the state. The Contractor shall ensure that safety and security policies and practices comply with all Federal and state policies and practices. DoDEA expects to award one contract for a base year and four option years, each being 12 months in length.
