FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command Naval Surface Warfare Center, Crane Division (NSWC-CR), Global Department Contracts Branch, Code 0221.
2. Description of the Action Being Approved
Award of a Firm-Fixed Price (FFP) contract on sole source, brand name only basis for a Model 210S High-Resolution
Internal Vapor Analyzer (HR-IVA) from Oneida Research
Services, Inc. 8282 Halsey Road Whitesboro, New York 13492
(CAGE: 6S203) for the Materials Analysis Branch, Code GXMM
Chem Lab in support of Strategic Systems Programs (SSP), Missile Defense Agency (MDA), Air Force and Office of
Secretary of Defense (OSD).
3. Description of Supplies/Services
The Materials Analysis Branch requires one (1) HR-IVA from
Oneida Research Services, Inc. As delivered, it must be a fully operational, user turnkey gaseous (chemical) analysis instrument capable of performing tests on microelectronic components in accordance with MIL-STD-883 Environmental Test
Methods (TM) for Microelectroics and in support of multiple weapon systems including Trident D5LE and Ground Based
Strategic Deterrent. The required HR-IVA must contain the following features:
System must be capable of measuring internal gas contents of low-volume heremetic packages (< 0.01 cc)
System must detect gaseous components using mass spectrometry with sensitivity for moisture must be better than 250 ppmv and greater than 50 ppmv for other gases
Mass spectrometer to detect ranges at least 1-500 AMU

4. Statutory Authority Permitting Other Than Full and Open
Competition
10 U.S.C. 2304(c)(1) and in accordance with (IAW) FAR 6.302-
1(c)(1), only one responsible source and no other type of supplies will satisfy the needs of the agency.

5. Rationale Justifying Use of Cited Statutory Authority
Hermetic microelectronics are devices where the die and circuitry are isolated inside of an inert atmosphere to ensure long-term reliability and robust operational capacity inside extreme environments. Hermetic microelectronics are critical hardware components that exist inside strategic systems, supporting customers ranging from SSP Trident D5 LE and LE2, Air Force Minuteman, and Office of Secretary of
Defense. The acceptance of these devices is governed by testing criteria defined in MIL-STD-883 TM 1018.10 for
Internal Gas Analysis. To meet these testing requirements
NSWC-CR developed STG-01-OP-108-037 a Supplemental Training
Guide to provide part-specific test criteria utilized during hermeticity testing.
Currently, NSWC-CR Code GXMM performs testing on microelectronic components to meet the MIL-STD-883 TM
1018.10 testing requirements and STG-01-OP-108-037 using an
Internal Vapor Analyzer, Model 110s manufactured by Oneida
Research Services (ORS) in 2009. This test titled “Internal
Gas Analysis” determines the internal gas contents at parts per million (ppm) levels inside hermetic microelectronics.
Unfortunately, GXMM must operate with volume restrictions that limit the size of the hermetic package that can be tested due to the current instrument’s capabilities limits at 0.01 cc. STG-01-OP-108-037 Tables 3 and 4 show NSWC-CR has requirements to conduct Internal Gas Analysis testing on parts at less than 0.01 cc.
The need to measure hermetic packages down to 0.001 cc volume is driven by the size reduction of microelectronics.
As of 2020, nearly 35% of our hermetic packages fall below
NSWC-CR’s current measurement threshold of 0.01 cc. The procurement of the HR-IVA as set forth in paragraph 3 is driven by both MIL-STD-883 and STG-01-OP-108-037 criteria to support the sampling of volumes less than 0.01 cc down to
0.001 cc hermetic packages. The methodology currently used for measuring packages below the current Government capability of 0.01 cc volumes involves a separate testing contract with ORS renewed annually for approximately
Therefore, the procurement of a HR-IVA not only provides the
Department of Defense a source for low-volume (<0.01 to
0.001 cc) package analysis, but saves the Government approximately $90,347 in outsourcing the low-volume testing.
The Contracting Officer will use FAR 15.404-1(b), price analysis, to determine a fair and reasonable price.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, NSWC-CR Division has no plans at this time to re-procure this specialized equipment. If additional requirements emerge, NSWC-CR will conduct market research to assess whether competition for future requirements is feasible.
