About this file

This justification and approval document outlines the rationale for awarding a sole source contract to Jonathan Engineered Solutions for aluminum drawer slides required for the Tactical Tomahawk Weapon Control System. Naval Sea Systems Command requires slides from Jonathan's part numbers 128QD-24 and 1303410L/R as they are the only slides that have passed the extensive environmental qualification testing required by MIL standards, including shock, vibration, EMI/EMC, DC magnetic, motion/inclination, and temperature testing. These proprietary slides designed by Jonathan are estimated to have cost the government millions of dollars to qualify. Awarding this sole source contract for 942975.28 will prevent additional qualification costs estimated at over a million dollars and delays of over a year that would result from testing other vendors' non-qualified slides. The justification also notes that Jonathan does not have any authorized vendors for its products.

5. Rationale Justifying Use of Cited Statutory Authority

The TTWCS is assembled by items specifically defined by Naval Sea Systems Command rawing 8749400. Item 68 art 128QD-24 and tem 69 art 1303410 L/R from rawing 8749400 references the slides approved for use within TTWCS due to the slides passing

Environmental Qualification Testing (EQT) required by DoD 5000.01. The cost to qualify the TEC assembly as a whole, of which the slides are components, resulted in a cost to the Government in the amount of and took years to complete all EQT identified in Section 5 of this document.

EQT requires the TEC and its components be assembled using the same configuration of components and assembled in accordance with the following directives:

Shock: MIL-DTL-901E Vibration: MIL-STD-167-1A

EMI/EMC: MIL-STD-461G

DC MAG: DOD-STD-1399

Motion/Inclination: MIL-HDBK-2036 Temp: MIL-STD-810H Noise: MIL-STD-1474E

Jonathan slides art umbers 128QD-24 and 1303410 L/R are the only slides that have passed EQT in compliance with the requirements and directives above. Therefore, Jonathan is the only source with the technical expertise and in-depth knowledge of the design of these slides.

The Jonathan slides are a proprietary design and no other company has been given the right to produce these slides. Jonathan states they do not have authorized vendors and do all their own sales.

Therefore, Jonathan is the only vendor capable of meeting the requirements for slides used to assemble TTWCS. Identifying any other compatible brand through full and open competition would result in additional cost to the Government to complete EQT estimated at which is not expected to be recovered . In addition a delay of upwards of one year to perform such testing would result in an unacceptable delay of weapons systems material required by the DoD.

Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

The Government verified that Jonathan Engineered Solutions does not have any authorized vendors of their products. In addition, contracts posted a Sources Sought from 31 Mar 2021 through 12 Apr 2021 with no responses received.

Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government for supplies covered by this Justification and Approval will be fair and reasonable.

8. Actions to Remove Barriers to Competition For the reasons set forth in Paragraph 5, NSWC PHD has no plans at this time to compete future contracts for the types of supplies covered by this document. If any potential sources emerge, the Government will assess whether competition for future requirements is feasible.
