1.0 Introduction

******This is NOT a solicitation for proposal, proposal abstracts, or quotations. ********

The National Science Foundation (NSF) is conducting a market survey to determine the capability of industry to address the prospective requirement described in the attached Statement of Work. The purpose of this notice is to obtain information for planning purposes regarding the availability and capability of qualified sources to perform the work outlined in the attached Statement of Work and size status of potential interested vendors.

2.0 Background

The array of services and technologies in the IT arena continues to expand as users and applications are added to the United States Antarctic Program (USAP) network. At the same time, cybercriminals and corrupt organizations are becoming ever more mobile and sophisticated. Therefore, AIL has a potential need for managed security services to safeguard USAP networks and systems against ever-evolving security threats.

Managed security services provide Security Incident and Event Management (SIEM) logging and alerting of endpoints, email, web, and networks, anti-virus, anti-malware/spyware, intrusion detection, and security event management, and include capabilities such as authentication. NSF is seeking information on potential Managed Security Services Providers (MSSP) capable of using internal resources to deliver industry-standard security operations center monitoring capabilities for the USAP, to include providing SIEM services.

The scope of work anticipates a potential vendor who will need to be integrated with existing USAP network management activities conducted by the incumbent USAP contractor on the Antarctic Support Contract, Leidos, Inc., and other USAP/NSF partners. The potential requirement is for an MSSP to provide and manage their own hardware and software to implement the required capabilities for the USAP network. USAP/NSF will designate the organizations that will participate with the potential MSSP in deploying and operating the monitoring capabilities.
