About this file

This is a Class Justification and Approval (CJ&A) Addendum for other than full and open competition to increase the ceiling amount of Basic Ordering Agreement (BOA) N00164-21-G-WS31 with Raytheon Company by $42M, from $57M to $99M. The document supports the AN/ALQ-249(V)1 Next Generation Jammer - Mid-Band (NGJ-MB) program for the Naval Surface Warfare Center, Crane Division.

The increased ceiling will fund additional Engineering Services, Test Equipment, Prime Mission Equipment for Laboratory Use and Spares, and Fleet Support Representative Support through October 2026. The NGJ-MB system, which will replace pods on the EA-18G Growler Aircraft, provides enhanced electronic attack jamming capabilities against adversary's Integrated Air Defense Systems. Raytheon was selected as the sole source provider based on their unique capabilities and previous contract history, including completing a $305.3M Technology Maturation Risk Reduction phase and a $1.076B Engineering & Manufacturing Development phase. The document notes that using another source would result in an estimated minimum $376M in duplicative costs and significant program delays. A synopsis posted on SAM.gov in June 2024 received no responses, though a previous posting in December 2022 received one response from CellAntenna International who ultimately accepted the sole source justification.
