About this file

This is a Justification and Approval (J&A) document for other than full and open competition issued by the Department of the Air Force, 4th Contracting Squadron at Seymour Johnson Air Force Base, North Carolina.

The action authorizes a sole-source contract modification to extend and increase the ceiling of an existing Pavements Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price contract with Southern Management Inc. The modification extends the contract period of performance by 180 days from August 24, 2026 to February 20, 2027 and increases the cumulative contract ceiling from $27.9 million to $30.2 million (a $2.3 million increase). The incumbent contractor has continuously performed paving services on the installation since 2006. The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, asserting only one responsible source exists to satisfy agency requirements. The sole-source extension is deemed necessary to execute four mission-critical projects prior to the follow-on competitive IDIQ becoming available: KC-46 Mooring Points ($450K), Munitions Storage Area Parking Lot Phase 1 ($350K), Repair Water Distribution Line ($450K), and Repair MSA Roads ($1.0M). The rationale emphasizes the incumbent's specialized, non-replicable technical expertise regarding site-specific geological conditions and an Air Force Civil Engineering Center-approved subgrade stabilization methodology utilizing chemical stabilization and adjusted asphalt thickness. The contracting officer (Ryan Rhea, GS-13) certified the justification on August 5, 2026. To overcome future barriers to competition, the Government plans to incorporate all historical geological data and stabilization metrics into the follow-on Statement of Work and conduct a fully competitive solicitation via SAM.gov with a sources sought notice and pre-proposal site visit.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Department of the Air Force, 4th Contracting Squadron, Seymour Johnson AFB, NC 27531.

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This action is to increase the ceiling amount of the Seymour Johnson AFB Pavements Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) Contract by $2.3M and to incorporate RFO 52.217-8 extending the contract end date by 180 days from 24 August 2026 to 20 February 2027. The contract was awarded on 25 August 2021 to a single contractor with a overall period of performance expiring on 24 August 2026.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

A six (6) month extension to the period of performance and a $2.3M ceiling increase (raising the cumulative contract ceiling from $27.9M to $30.2M) are required for the subject Paving IDIQ. This adjustment is vital to maintain a reliable, continuous contracting vehicle to execute critical airfield and infrastructure paving requirements while the follow-on competitive vehicle is finalized and awarded. The requested $2.3M ceiling increase is driven by the immediate necessity to execute four

(4) high-probability, mission-critical projects prior to the follow-on IDIQ becoming available: VKAG 22-9001, KC-46 Mooring Points ($450K); VKAG 22-1043, Munitions Storage Area (MSA) Parking Lot Phase 1 ($350K); VKAG 23-1041, Repair Water Distribution Line Section at Facility 10013 ($450K); and VKAG 18-1076, Repair MSA Roads ($1.0M). Maintaining an active contract vehicle through this period allows the installation to seamlessly capture FY26 End-of-Year (EOY) candidate fallout, obligate FY26 Air Combat Command (ACC) Anti-Terrorism/Force Protection (AT/FP) Unfunded Requirements (UFRs), and execute early FY27 Decentralized Facilities Sustainment, Restoration, and Modernization (dFSRM) projects. Failure to extend this contract and increase the ceiling will prevent the timely execution of these vital, pre-coordinated Air Force Reserve Command (AFRC) and ACC funded requirements. Consequently, this will halt critical airfield security upgrades, delay necessary pavement improvements, and directly degrade both the operational readiness and physical force protection posture of the installation.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

Seymour Johnson AFB (SJAFB) serves as the premier training and operational hub for the F-15E Strike Eagle Field Training Unit (FTU) and host to the KC-46A Pegasus aerial refueling mission in support of the 4th Fighter Wing (4 FW) and 916th Air Refueling Wing (916 ARW). Continuous, uncompromised integrity of both the airfield and the critical installation road networks is a zero-fail mission requirement. These transport routes are vital for the safe movement of munitions, specialized support vehicles, and daily flight line logistics. At the time of the initial IDIQ award, the subsequent growth in scope, complexity, and the rapid degradation rate of centralized installation road and pavement infrastructure was unanticipated.

Consequently, an extension of services and a corresponding increase in the contract ceiling are urgently required to prevent a critical gap in pavement repair capabilities while follow-on requirements are fully defined and competed.

The incumbent contractor, Southern Management Inc., possesses highly specialized, non-replicable technical expertise and site-specific geological data acquired during continuous performance on the installation since 2006. Standard engineering

May 2026 Page 3 of 4May 2026 Page 3 of 4 designs for SJAFB pavements both on the airfield and across base roadways frequently encounter severe, unexpected sub-grade anomalies. To address these highly volatile and unpredictable soil conditions, Southern Management Inc. developed a highly specialized, hybridized engineering methodology utilizing a precise mixture of chemical sub-grade stabilization and adjusted asphalt thickness. This specific technical approach was rigorously analyzed, verified, and formally approved by subject matter experts at the Air Force Civil Engineering Center (AFCEC) as the optimal engineering solution to eliminate material overages and prevent catastrophic schedule delays across the installation.

Because of this deeply integrated, site-specific engineering knowledge, Southern Management Inc. is uniquely qualified to mitigate the severe schedule and cost risks associated with these expanding road and pavement projects. Introducing an alternative source for this extension period would result in an unacceptable learning curve, significantly increasing the government's risk of costly differing site condition claims and material overages due to trial-and-error excavation methods by contractors unfamiliar with SJAFB's unique sub-grade geology. Furthermore, extended construction timelines caused by a new contractor lacking this validated sub-grade stabilization experience would unnecessarily restrict critical road networks and taxiway access, creating severe operational disruptions to the 4 FW and 916 ARW. Therefore, an extension of services and an increase in the contract ceiling with Southern Management Inc. is the only viable method to execute these necessary road and pavement improvements without causing unacceptable degradation to the installation's primary flying and logistical missions.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Additional sources were not solicited because the requirement necessitates a ceiling increase and extension to an actively performing, single-award IDIQ contract. Conducting a full open-market competition for this interim requirement would mandate a lengthy, standalone acquisition cycle (including new solicitations, site visits, source selection, and mobilization).

Market research indicates that while other commercial paving contractors exist within the region, none possess the immediate, site-specific geotechnical data or the AFCEC validated sub-grade stabilization methodology already deployed by the incumbent. Attempting to on-board a new contractor for these immediate requirements would introduce an unacceptable learning curve and a critical break in service. Any delay in executing this ceiling increase would halt time-sensitive, highly critical airfield and installation road improvements, directly degrading the operational readiness, safety, and logistical capabilities of the 4 FW and 916 ARW missions.

However, to remove future barriers to competition, the Government is actively developing the follow-on overarching paving IDIQ. The follow-on requirement is expected to be solicited via Government point-of-entry (e.g., SAM.gov) to ensure maximum practicable competition from interested small business vendors.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

None.

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

To overcome barriers to competition for the follow-on IDIQ, the Government is taking proactive steps to level the playing field. All historical geological data, unique subgrade challenges, and AFCEC stabilization metrics will be incorporated directly into the follow-on Statement of Work (SOW) so prospective offerors can bid accurately. Additionally, the Government intends to issue a Sources Sought/RFI on SAM.gov and host a comprehensive pre-proposal site visit to clarify installation-specific challenges. Ultimately, this interim sole-source extension provides the critical lead time necessary to execute a robust, fully competitive follow-on acquisition.
