About this file

This is a Request for Information (RFI) and Questions and Answers document for CISCO Switches and Equipment for 561 NOS AFSCI.

The RFI addresses five primary technical clarifications and one contracting question regarding the procurement of Cisco networking equipment. The government confirmed that the correct switch part number is C9300-48S-A (Catalyst 9300, 48 GE SFP ports), not the C9300-48T-A variant listed in the AFSCI Parts List. Contractors should quote the three line items in Table 1 along with the complete bill of materials in Attachment 1 (AFSCI Parts List), which includes power supplies, stacking components, network modules, software licenses, and accessories as a single highest assembly. The standard delivery requirement is contracting award plus 30 days, with all on-site installation, configuration, fiber patching, and cable plant work to be completed by 561 NOS, not the contractor. Regarding power supplies, since the specified PWR-C1-350WAC-P (350W AC primary) is unavailable, the government approved replacing both power supplies with PWR-C1-715WAC-P (primary) and PWR-C1-715WAC (secondary). For TS/VoIP desk phones, while the DTD-8841-01D1A is the specified model, the government will accept equivalent TSG-approved alternatives meeting the same salient characteristics including TSG Class A approval, positive disconnect, 1GB fiber LAN port (with 1GB LC fiber ports acceptable in place of 1GB SC), SIP/SDP, IPv4/IPv6, and TAA compliance, provided contractors supply a list of potential phones for 561 NOS authorization verification for classified network use. Regarding the set-aside status (small business, service-disabled veteran-owned small business, or full and open competition), the government is still in the market research phase and cannot confirm specifics at this time.

RFI #1

561 NOS AFSCI CISCO Switches and Equipment

1. Table 1 lists part number C9300-48S-A (Catalyst 9300, 48 GE SFP ports). Attachment 1, AFSCI Parts List, lists C9300-48T-A (Catalyst 9300, 48-port data only, copper). These are different chassis and only the 48S variant accepts the 70 GLC-SX-MMD SFP transceivers listed. Please confirm which part number is required.

C9300-48S-A is the correct part.

2. 2. Is Attachment 1 the complete bill of materials to be quoted, including power supplies, stacking components, network modules, software licenses, and accessories? Or is the government requesting pricing only on the three line items in Table 1?

The three-line items are correct, as well as the bill of materials which is all part of line 2 in the Required Items in Table 1. Tabel 1 is the highest assembly.

3. What is the required delivery date and delivery location? Is any on-site installation, configuration, fiber patching, or cable plant work within scope? The parts list pairs LC-terminated switch optics with SC-terminated phone LAN ports, and no patch cabling or adapters are listed.

The delivery date will be contracting award plus 30 days, which is standard.

On-site procedures will be completed by 561 NOS.

4. Attachment 1 (AFSCI Parts List) specifies PWR-C1-350WAC-P (350W AC, Config 1 primary) and PWR-C1-350WAC-P/2 (350W secondary) for the Catalyst 9300 switches.

Our Cisco-authorized distribution has advised that the 350W primary is not currently available to them, and that the lowest-wattage Config 1 primary they can supply is PWR- C1-715WAC-P (715W AC, 80+ platinum), paired with PWR-C1-350WAC-P/2 as the secondary. Would the Government accept PWR-C1-715WAC-P as the primary power supply in place of PWR-C1-350WAC-P? The 715W unit is the same Cisco Config 1 form factor and is fully compatible with the Catalyst 9300 platform; it provides additional headroom but is otherwise functionally equivalent for this configuration. If the 350W primary is a firm requirement, please confirm.

Since item is unavailable, recommend replacing both power supplies to PWR-C1- 715WAC-P and PWR-C1-715WAC respectively.

5. TS/VoIP desk phones: Table 1 / Attachment 1 specify DTD-8841-01D1A (TSG-approved Cisco 8841 fiber VoIP phone, TSG-A-31-2016). This is a CIS Secure– manufactured item that is not available through standard Cisco distribution. Would the Government consider an equivalent TSG-approved TS/VoIP desk phone meeting the same salient characteristics (TSG Class A approval, positive disconnect, 1GB SC fiber LAN port, SIP/SDP, IPv4/IPv6, TAA), or is the DTD-8841-01D1A part number a firm brand-name requirement?

Please provide a list of potential phones, 561NOS requires the information to ascertain if authorization has been approved for use on classified network. 1GB LC fiber LAN Ports is acceptable in place of 1GB SC.

Contractor Questions for Contracting

1. Does the government anticipate issuing the resulting solicitation as a small business set-aside, a service-disabled veteran-owned small business set-aside, or full and open?

We are still working in the market research phase and cannot confirm set-aside specifics.
