Description: PRE-SOLICITATION NOTICE: This is NOT a request for proposal or invitation for bid. The 45th Contracting Squadron, Patrick SFB, FL announces the anticipated release of Solicitation number FA252121B0001 being issued as an Invitation for Bid (IFB). All applicable provisions and clauses will be included in the actual solicitation document. This electronic announcement constitutes the only pre-solicitation notice being issued.

This IFB is being set aside to Women-Owned Small Business (WOSB) concerns; all others will be deemed non-responsive. Contract award will be based on FAR Part 14, Sealed Bidding. An award will be made to the responsible bidder (IAW FAR 9.104-1) whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and price-related factors included in the invitation.

Interested parties should register on-line and subscribe to receiving procurement announcements related to this solicitation via the website at beta.sam.gov. There will be no paper copies of this solicitation. All solicitation information may be obtained through the above referenced website.

Description of project: This project consists of providing the labor, equipment and materials to replace open-wire pole-mount type transformers, and live-front transformer with new pad mounted transformers, high-voltage cables from switches to transformers, low-voltage cables from transformers to main panels, install new facility main distribution panels in each facility, and demolish stand-alone electrical vaults. Facilities include buildings 429, 546, 720, 806, 905, 972, 985, and 986.

Period of Performance: 360 calendar days, to begin 10 days after issuance of the Notice to Proceed (NTP). NTP to be issued within 30 days after award.

Size Standard: $39.5M

Magnitude of Construction: IAW FAR 36.204: Between $1,000,000 and $5,000,000.

Additional Information: The applicable NAICS code 237130 Power and Communication Line and Related Structures Construction. The acquisition will be a competitive set-aside for WOSB concerns. The IFB will be available by electronic transmission only at http://www.beta.SAM.gov.

The IFB is expected to be available on or about 4 June 2021

This project will have a Pre-Bid site visit.

This acquisition is being issued under FAR 19.1505 Competitive Women-Owned Small Business set-aside and solicited via Invitation for Bid.

Potential bidders must be currently registered in System for Award Management to be eligible for award. (See internet site: https://beta.sam.gov)

Payment for this acquisition will be made through the Wide Area Workflow (WAWF) System.

Contractors must be registered in WAWF, see internet site: https://wawf.eb.mil for registration.

All responsible sources may submit bids which will be considered by Space Launch Delta 45.
