About this file
This Request for Information (RFI) is issued by the California Health and Human Services Agency, Office of Technology and Solutions Integration (CalHHS OTSI) to identify vendors capable of designing and delivering a one-day training program for managers on leading neurodivergent employees. The RFI seeks vendors with demonstrated expertise in workplace neurodiversity who can provide practical, actionable management strategies to improve recruitment and retention of neurodivergent staff. The State welcomes both vendors with existing training programs and organizations providing neurodiversity support services interested in developing new programs. Questions or clarifications must be submitted by May 26, 2026, with the State responding by May 27, 2026. RFI responses are due by June 3, 2026, with optional vendor demonstrations scheduled for June 16, 2026. The training should be available in virtual, in-person, or hybrid formats and include practical tools, disability etiquette content, cultural relevance to organizational HR policies, and optional ongoing learning reinforcement mechanisms such as coaching and microlearning.
Pricing is optional in vendor responses, and the RFI explicitly states it is for information and planning purposes only and does not constitute a binding solicitation. Responses become property of the State and are subject to the California Public Records Act; therefore, vendors should not include proprietary information or specific solutions. Submission of an RFI response does not guarantee consideration in future solicitations, nor does non-submission prohibit participation in future opportunities. The State indicates this is an emerging area of interest and will evaluate submissions flexibly without strict criteria. Vendors must submit responses via email to the State contact, Taylor Corder, and should include a signed cover letter, organizational overview, subject matter expertise documentation, training approach details, facilitator qualifications, customization capabilities, and 2-3 client references with case studies demonstrating measurable impact.
