About this file

This is a Michigan Department of Transportation (MDOT) Transportation Economic Development Fund Category B: Community Service Infrastructure Fund Application submitted by the City of Caro for a street rehabilitation project. The application focuses on rehabilitating E Sherman Street, a 1,000-foot long major collector roadway with a current PASER rating of 2 and a daily average traffic count of 434 vehicles. The proposed project involves rehabilitation and partial reconstruction of the street, including a road diet, drainage improvements, curb and gutter work, storm sewer modifications, sidewalk adjustments, and barrier-free ramp improvements. The project will include 2" cold mill and HMA overlay, non-participating water main replacement, and associated sidewalk work. The proposed project start date is 06/08/2026.

The total construction cost is $517,275.00, with the city requesting a grant of $250,000.00, which represents 48% of the total project cost. The project will be paired with $263,901.00 in non-participating infrastructure work, including 460 feet of 8" water main replacement, 3 sanitary manhole replacements, and sidewalk work. The city has committed funds for the non-participating work and will oversee the grant implementation with assistance from a consultant engineering firm. The project aims to address existing street widening issues, improve drainage, and rehabilitate pavement in areas that do not require significant grading/slope changes.

ADDITIONAL COMMENTS: Existing street has been widened over the years without adding or improving the drainage. Currently the storm water runs down the pavement at the original width location causing the pavement to remain wet and causes premature pavement failure. Proposed project includes extending the existing curb and gutter for the full length of the street at the "diet" location and partial reconstruction as required to correct the grading accordingly. Pavement Rehabilitation is proposed is areas that do not require grading/slope changes.
