DEPARTMENT OF HOMELAND SECURITY

UNITED STATES COAST GUARD

STATEMENT OF WORK FOR

COAST GUARD BASE CAPE COD

ABOVEGROUND FUEL STORAGE TANK INSPECTIONS

04 FEBRUARY 2020

COMMANDING OFFICER

UNITED STATES COAST GUARD

BASE CAPE COD

3159 Herbert Road

Buzzards Bay, MA 02542

1. GENERAL REQUIREMENTS:

Provide all professional services, equipment, tools, labor, and transportation to complete an inspection and integrity test to evaluate condition of eleven (11) aboveground storage tanks owned by U.S. Coast Guard (USCG) Base Cape Cod. Provide estimates for necessary tank repairs and or replacement. Work for this contract will be preformed at

USCG Base Cape Cod (BCC), located on Joint Base Cape Cod in Buzzards Bay, MA.

The technical point of contact and the Contracting Officer’s Representative (COR) at

BCC is Elizabeth Kirkpatrick. Ms. Kirkpatrick is available by telephone at (508) 968-

6696 or email at Elizabeth.L.Kirkpatrick@uscg.mil.

2. BACKGROUND:

The Oil Pollution Act, 40 CFR 112, requires that fuel storage tanks be maintained to prevent releases to the environment. Eight Aboveground Storage Tanks (ASTs) storing fuel need integrity inspection, in accordance with the applicable industry standards, including, but not limited to, American Petroleum Institute (API), Steel Tank Institute (STI) and the National

Fire Protection Association (NFPA). The integrity of six tanks is questionable and were identified in a 2017 environmental compliance audit as in need of further evaluation. The remaining two AST were installed in 2008 and are overdue for their 10-year integrity test.

This project will provide estimates for repairs required for eight tanks to achieve compliance with industry standards and, therefore, applicable portions of 40 CFR 112 for spill prevention. It also provide estimates to replace eight tanks that predate 2008. This project includes a code review for installation of three replacement tanks. Lastly, it includes preparation of three MA Approved Standard Declarations Forms by a Qualified Tank

Inspector. Enclosure 1 provides additional details on each tank, such as age, material, content, capacity, and required tasking per this contract.

3. WORK REQUIREMENTS:

3.1. The contractor shall provide an American Petroleum Institute (API) certified tank inspector to perform tank integrity inspections and evaluate the condition of tanks.

In addition, the contractor shall identify deficiencies, if any, found on the tanks.

The contractor will provide to the COR a detailed inspection report citing all identified deficiencies, to include costs estimates for repairs and/ or replacement mailto:Elizabeth.L.Kirkpatrick@uscg.mil where indicated. This contract does not include execution of repair work for identified deficiencies or tank replacement.

3.2. The contractor shall provide all management, tools, supplies, equipment, labor, and appropriate license/qualifications necessary to perform inspections of ASTs, in accordance with all local, state, and federal laws, base policies, and the requirements of this Statement of Work (SOW).

3.3. The contractor shall provide a detailed inspection and deficiency report for each tank. The report shall document results, deficiencies, and cost estimates for repairs and replacement. This report shall include a photo of the tank along with photos of each deficiency. The reports shall cite references used for performance of this contract.

3.4. Task 1: Three Retail Gasoline Tanks at the Minimart Gas Station.

The tanks at this retail gas station are an interconnected system. The regular and high-test gasolines combine to provide mid-grade at the pump. All three tanks are covered in an aluminum/ and fiberglass insulation. The COR suspects the insulation was applied to either (1) offset a distance requirement for bare steel tanks per NFPA 30A or (2) moderate temperature fluctuations, however, local knowledge cannot confirm these hypotheses. This contract entails removal of the insulation to completely examine the tanks. The contractor shall dispose of the insulation in accordance with Massachusetts waste regulations. If it is determined that insulation is critical for proper functioning of the tanks, then a new insulation coating shall be applied by the contractor to maintain functionality for the tanks life span.

Complete inspections and integrity tests of the three tanks and identify cost estimates for repairs and replacement as well as the next integrity test due date.

The insulations was subsequently reapplied.

3.5. Task 2: Three Tanks for Airfield Ground Support Equipment (GSE).

Conduct inspection and integrity tests for two tanks located in a shared secondary containment. Identify cost estimates for repairs and replacement as well as next integrity test due date. Assess code requirements for newly installed replacement of old gasoline tank. The old gasoline tank is depicted below. The replacement is on order at the time this SOW was developed.

3.6. Task 3: Three Tanks for Aviation Fuel Storage.

3.6.1. Conduct inspection and integrity tests of the two 15,000 gallon tanks.

Identify cost estimates for repairs, and next integrity test due date.

Two 15,000 gallon tanks

3.6.2. Complete the Approved Standard Declarations Form as required by MA

Department of Fire Services for the two 15,000 tanks shown above as well as the adjacent 30,000 gallon tank depicted below. A Qualified

Tank Inspector, as defined in 502 CMR 5.0, must complete the forms.

The forms shall be provided to the COR no later than August 14, 2020 in order to meet the filing deadline of August 30, 2020. Enclosure 2 provides the form and instructions.

3.7. Task 4: Two Tanks for Roads and Grounds Vehicles & Equipment

Two standalone tanks in a shared secondary containment pavilion structure.

Additionally, BCC purchased two replacement tanks, which are in storage on site. Inspect the existing tanks and provide cost estimates for repairs. Assess code requirements of the pavilion itself. In the report, provide requirements and associated cost estimates to bring the existing tank containment system into compliance with codes and standards listed in Section 2 utilizing the existing and replacement tanks options. In the report, the detail feasibility (in terms or codes and configuration), requirements, and associated costs to install the new tanks in the existing containment pavilion. If continued utilization of the existing refueling station is not recommended, provide an alternative recomendation identifying requirements and costs estimates.

Within twenty one days of demobilizing from the site, the contractor shall submit all documents electronically to the COR for approval in pdf format. Upon approval of these documents by the COR, the contractor shall submit a hard copy of each document to the COR. In addition, electronic copy of the documents shall be provided to the COR in pdf format.
