Funding Opportunity Announcement W9127N2120010
Cultural Landscape Studies, Willamette Valley Project, USACE: Education and Training for College Students in Archaeology and Cultural Resources Management
Questions and Responses as of 10 September 2021
Question 1: We are interested in proposing on the project you have posted for Cultural Resources Management in the Willamette Valley. It appears that there is not a Scope of Work attached to the posting, only the Certifications and Past Performance Documents. Should there be a scope attached to this posting?
Answer 1: The scope of work is included within the Funding Opportunity Instructions
Question 2: Is there a related scope of work for the project referenced below? Or does the description provided on the opportunity announcement constitute the extent of the request for proposals? If there is a related scope of work, I am having trouble finding it and was wondering if you could please send it along?
Answer 2: The scope of work is included within the Funding Opportunity Instructions
Question 3: Are there posted F&A rates associated with this project or should I use my organization’s standard F&A rates?
Answer 3: Applicants should use the current Negotiated Indirect Cost Rate Agreement negotiated with their cognizant agency. Please see Section D, Item 2b of the Funding Opportunity instructions.
Question 4: Is USACE planning to carry out this project under an existing master agreement or some other method? Can you clarify what mechanism will be used to fund this project/what the anticipated or required indirect rate is?
Answer 4: The cooperative agreement will be awarded pursuant to 33 U.S.C. § 2339, Conservation and Recreation Management. Applicants should use the current Negotiated Indirect Cost Rate Agreement negotiated with their cognizant agency. Please see Section D, Item 2b of the Funding Opportunity instructions.
Question 5: Does this opportunity fall under the CESU program?
Answer 5: No
Question 6: Looks like awards will be made Sept 30. But, when can we anticipate an agreement being signed, since that dictates when the 1 year project will actually be carried out?
Answer 6: The agreement must be fully executed September 30, 2021. Work performance must fall within the one-year period of performance.
Question 7: Because there are environmental constraints on when we can do fieldwork in the reservoirs versus when we would expect students to be taking classes or doing project related internships, could we set a different timeline for the project (e.g. beginning in January 2022 and ending in March 2023) with the agency through the work plan development process? Or, is the 1 year from when the agreement is signed firm?
Answer 7: The period of performance is firm.
