JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
Sole Source Justification
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER.
WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE
SOURCE PURCHASE.

IDENTIFICATION OF THE AGENCY AND THE CONTRACTING OFFICE, AND SPECIFIC IDENTIFICATION OF THE DOCUMENT AS A “JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION.” PLEASE CITE THE AUTHORITY AND TYPE OF JUSTIFICATION.
The Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, and Computers Information Technology Service Center (C4IT SC), C3CEN Electronic Repair Facility (ERF), Baltimore, Maryland, 21226. This memorandum is a Justification for Other Than Full and Open Competition.
The contracting office is the C4ITSC Simplified Acquisition Procurement Office located at OSC, Martinsburg, WV.
This is sole source requirement being procured in accordance with FAR 13.106-1(b).
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.
The purpose of this requirement is to obtain consulting & training services for the government electronics technician(s) to develop and support Automated Test Equipment (ATE) using the National Instruments PXI system. Services will include guidance in the practices, methodologies, and the processes necessary for understanding of Test Program Software established for Polar Star. The service will provide specific associated repair items to include: 378’ class MPCS circuit cards, 110’ class Alarm and Console control circuit cards, 399’ Polar class Propulsion Control circuit cards, 210’ class Syllabic Rate Squelch System circuit cards and SINS systems. The base period of performance will be for 14 consecutive days before July 31, 2019. There will 2 Option Periods of 7 consecutive days each to take place any time between August 1, 2019 and December 31, 2019 to allow for consultation on any unforeseen system issues.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN
BE USED.
Mr. Mark Wade is a retired federal employee who was a software developer civilian with over 15 years of highly specialized knowledge on all electronic components, specifically on the circuit boards on the polar propulsion boat systems at ERF Baltimore. He has a unique skillset in that he built and developed the automated test equipment that is utilized to repair the electronic devices. There are a large number of “F” condition; meaning failed, faulty and needs to be fixed; devices) at Curtis Bay’s Inventory Control Point. The ships cannot leave port without a fully operational propulsion suite, this puts the USCG is at risk with failed devices in inventory.
The original equipment manufacturer no longer supports the propulsion system devices. These devices are over 40 years old. At the Surface Forces Logistics Center (SFLC) the managers have done extensive research to identify any sources for repair of the devices and have been unsuccessful.
ERF leadership unsuccessfully tried to double encumber Mr. Wade’s positon for over a year to ensure knowledge transfer before he retired. Mr. Wade finally made the decision to retire to Florida in May 2018. There were delays in hiring his replacement and Mr. Wade left before the opportunity to exchange information or knowledge with his replacement could take place.
was finally hired in March 18, 2019 to replace Mr. Wade’s position in the unique tasking associated with the electronic propulsion components. Due to the complexity of the PXI system it has been a very slow process for
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
Sole Source Justification to build the unique skills for developing tests. However, having Mr. Wade provide him hands on training for a 2-week period will benefit this task and abilities going forward.
A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS
PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).
The original equipment manufacturer no longer supports the propulsion system devices as they are over 40 years old and “end-of-life” (EOL). The systems are considered obsolete in the Industry and SFLC has confirmed they have done extensive research to identify other sources for repair of the devices and have been unsuccessful.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES
Mr. Mark Wade was formally employed as a Civilian Government Employee for over 11 years with the USCG in the Electronics Repair Facility in the ATE section. He is the only person capable of providing consulting and technical services unique to the ATE system within the ERF. Mr. Wade solely developed and modified all 58 Test Program Software applications and customized each PXI system by developing unique one of a kind test interface bridges and 58 unique test fixtures over the course of his almost 12 years of employment. The 58 established Test Program Software applications associated with each hardware test fixture are unique and only exist at the ERF. No technician, other than Mr. Wade, possesses the knowledge or working experience on these systems. There are no other government or commercial entities exist that have a similar software/system configuration as the USCG ERF ATE system.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION
HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
There is only one sole source available that possesses the specialized and highly complex technical knowledge specific to ERF’s unique ATE systems. The ERF’s ATE systems were solely developed by Mr. Wade and no other entity can provide the proper support and training.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION
BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
This is a unique situation due to the age of the propulsion units needing repair for the old polar icebreakers. In the future the USCG is replacing the EOL units and will have new icebreakers, any new units needing repair will be fully competed in the commercial marketplace.
