REQUIREMENT DOCUMENT
1. PROJECT TITLE: All-Terrain Fork Lift / Wheel Loader
2. BACKGROUND: Current Port Security Unit (PSU) inventory contains several different types of forklift with, several different capabilities, and of varying ages. There is a great need to purchase Fork Lifts for the PSU’s that ensures commonality with DOD units (since most deployments by PSU are joint operations with DOD assets) and comes with an established training and maintenance program. This need is based on the number of large and heavy pieces of equipment that a PSU must frequently move including but not limited to ISU 90’s (10k lbs), HVAC units that weigh in excess of five hundred pounds, generators, tents, wire and various other pieces of equipment. Currently many of these heavy pieces of equipment are moved by as many as six Coast Guard Personnel, the purchase of a Fork Lift/Wheel Loader will reduce the probability and consequence of mishaps. Additionally, PSUs are expeditionary to places of possible undeveloped lands therefore this forklift must be all-terrain in configuration to avoid being bogged down in muddy conditions.
3. REQUIREMENT:
Quantity Two (2) - MIL-PRF-83812, Type 1. USAF 10K Adverse Terrain Fork Lift w/ 10,000 pound capacity at 48 inch load center has been accepted by the U. S. Air Force, meets the needs of the Coast Guard PSUs, and therefore does not require a specific machine be configured for the USCG.
The Wheel Loaders must be equal to the Caterpillar 930K Wheel Loader and conform to MIL-PRF-83812, Type 1. USAF 10K Adverse Terrain Fork Lift w/ 10,000 pound capacity at 48 inch load center or equivalent and must contain the following salient characteristics:

Modifications to conform to MIL-PRF-83812, Type 1. USAF 10K Adverse Terrain Fork Lift w/ 10,000 pound capacity at 48 inch load center. Key required modifications include installation of Cat C7.1 Tier3 engine capable of using JP-8 fuel; Heavy Duty 6 Bar Parallel Lift Forklift Linkage w/ Failsafe Hydraulics; 2 Piece Cab w/ Removable ROPS for Air Transport on C-130/C-5/C-17 using on board Cab Removal Device; Conveyorized Fork Attachment; 24VDC NATO Receptacle; Pintle Hook; Special Tools for Air Transport; Vinyl Seat; and Removable Counterweight. Options for Desert Tan, Green or Commercial Paint; Type 'C' or Type 'A' Winterization; Tropical Rust proofing; and Air Compressor must be specified at time of order.
Must be compatible with DOD MIL-PRF-83812, Type 1. USAF 10K
