About this file
This is a Surface Forces Logistics Center (SFLC) ASSIST Trip Report documenting a site visit to USCGC ACTIVE conducted June 3-7, 2019, in Port Angeles, Washington.
The report describes a fabrication and installation project for a Night Vision Imaging System (NVIS) mount replacement. The Naval Engineering Detachment (NED) deck crew removed a corroded NVIS mount and fabricated a new mount according to supplied engineering drawings. The NED DC shop welded the new mount to the vessel's deck using Shielded Metal Arc Welding (SMAW) at 105 amps with ER7018 low hydrogen rods, installed support gussets using the same method, and ensured proper line-up and level installation with oversight from Surface Forces (SF) engineering technicians and the Engineering Officer. All welds passed visual testing (VT) with precise fit-up and alignment. The project was completed on June 14, 2019. The report recommends certifying all NED diesel mechanics (DCs) in welding processes, noting that some NED DCs have already been certified by either ASSIST Certified Welding Inspectors (CWIs) or commercial entities, and this project demonstrated the value of such certifications for ensuring quality work on critical shipboard equipment.

ALL welds passed VT and line up and fit were spot on.
PROJECT COMPLETED 14 JUNE.
Recommendations and opinion:
Some NED DC’s have been certified using either ASSIST CWI’s or commercial. This project speaks to the value of having our junior DC’s certified in certain processes.
Recommend certifying all NED DC’s.
