Solicitation: SPE1C1-21-R-0094
Item: Gloves, Combat, Advanced, Type II (Capacitive), Class 1 (Sage Green 3456), also known as the Advanced Combat Gloves

The Advanced Combat Gloves are procured in accordance with Purchase Description GL-PD-08-81E, dated 3 May 2021, pattern date 17 June 2021.
Solicitation SPE1C1-21-R-0094 will be issued with two separate and independent lots. Lot 0001 will be issued as a Total Small Business Set Aside and will represent 60% of the Government’s requirement for the Advanced Combat Gloves. Lot 0002 will be issued as Unrestricted and the quantity will represent 40% of the Government’s requirement for the Advanced Combat Gloves..
Two Indefinite Delivery, Indefinite Quantity (IDIQ) Type contracts are anticipated. Each contract will consist of a five-year base term with tiered pricing for each year of the contract.
Solicitation SPE1C1-21-R-0094 will be evaluated under Best Value Trade Off Source Selection Procedures with the following evaluation factors: Product Demonstration Models (PDMs), Past Performance Confidence Assessment, and Small Business Participation (Small Business Participation is only applicable to Lot 0002, which is Unrestricted).
The Government intends to make two awards based on an integrated assessment of technical factors (PDM, Past Performance Confidence Assessment, and Small Business Participation) and price resulting in the best value to the Government.
The Government does not intend to use Part 12 for this acquisition – per FAR 10.002(d)(2)

The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
