Combined Synopsis- Solicitation for Commercial Items (IAW FAR 12.603)

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), solicitation number FA4608-21-Q-S121 in accordance with FAR Parts 12 and 13.

This is a total set aside for small business and the associated North American Industry Classification (NAICS) number is 423910. The small business size standard is 500 employees.

Contracting Office Address: Department of the Air Force, Air Force Global Strike Command, 2 CONS – Barksdale AFB, LA, 801 Kenney Ave. Suite 2301, Barksdale AFB, 71110, United States.

The requirement is as follows:

Description/Purpose: Provide and deliver one (1) Brunswick Max Lane Cleaning and Conditioning Machine to Barksdale AFB, LA. The delivery address will be provided upon contract award. Be advised, this is a Brand Name requirement, please see attached Brand Name J&A for additional information.

Due Date and Time:

Quotes are due no later than 3:00 p.m., Friday, July 30, 2020 - Central Standard Time. Please ensure all quotes are valid until 1 October 2021.

“Notice to Offeror(s): IAW FAR 52.232-18 Availability of Funds. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.”

The following provisions are applicable to this solicitation. Please note, this is an RFQ using simplified acquisition procedures in accordance with FAR 13. For the clauses and provisions listed in this solicitation, the terms “offeror” and “bidder” are considered to mean “vendor”; and the terms “offer” and “ proposal” are considered to mean “quote.”

Quotes shall be submitted in electronic format and emailed to danielle.sookhai@us.af.mil no later than the solicitation due date and time. Email is the required method; however, it is the contractor’s responsibility to follow up with the listed POC to ensure their quote was received on time. Since award will be based on initial responses, offerors are highly encouraged to quote their most advantageous pricing in their initial response.

Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and the following addenda applies. Offerors shall submit their prices on letterhead stationery and the contractor must remit a completed copy of the REPRESENTATIONS AND CERTIFICATIONS at FAR 52.212-3, and follow the instruction as provided in the clause.

IAW FAR 52.212-2 – Evaluation – Commercial Items. The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to the SOW will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

i. Price – fair and reasonable

ii. Technical Acceptability - meeting the Brand Name requirement.

The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offeror cannot comply with every requirement, that offer will not be acceptable, and therefore will not be considered. Once an offer has been determined to be acceptable, and in compliance with all directions in this solicitation, the Government will award to the offeror with the lowest evaluated price. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, and the 252.212-7000 Offeror Representations and Certifications with its offer.
