1.0 SECTION I: DESCRIPTION OF SUPPLIES

1.1 General Scope

This statement of work establishes requirements for a Visual Display System (VDS) required to support the Threat-and-Friendly/Virtual Air Threat (TAF/VAT) Medium Fidelity Crew station (MFC) in the Joint Simulation Environment (JSE). For the purposes of this document, a VDS is defined as an out-the-window (OTW) display screen, image projectors, auto alignment and calibration system, mechanical edge blending solution, and support structures and interfaces.

The JSE program requires a total of eight (8) TAF VDS, which will be installed in JSE facilities at Edwards Air Force Base, California (JSE-E) and Nellis Air Force Base, Nevada (JSE-N). There is an option for an additional four (4) TAF VDS at Edwards AFB, CA.

1.2 Background

The JSE was initiated in 2016 to provide state of the art simulation facilities for the Air Force (AF) and Navy to accomplish Developmental Testing (DT), Operational Testing (OT), High-End Advanced Training and Tactics (HEAT2), and experimentation. Multiple Threat-and-Friendly (TAF) simulators and Fighter-In-A-Box (FIAB) simulators will be integrated with the rest of simulation elements and services to become the JSE.

The TAF VDS are for simulation of single-seat fixed wing fighter aircraft simulation operating in the simulated world in dawn, day, dusk and nighttime Out-The-Window (OTW) visual scene conditions. The facilities have floor space restrictions, Field-Of-View (FOV) requirements, and a future use of a Government Furnished Equipment (GFE) Helmet Mounted Cueing System (HMCS) requirement with a 60 inch (1.5m) focal distance that requires a dome display system with a 1.3 – 1.5 m screen radius with the pilot’s eye point at the screen center. A heads-Up-Display (HUD) image will be projected on the TAF VDS in lieu of an actual glareshield-mounted HUD.

Each TAF Simulator will consist of an MFC, VDS, image generator, TAF host and audio-visual system. Integration of these elements is the responsibility of the US Air Force 412th EWG/EWJ (JSE Project Office) with assistance from each of the associated contractors.

1.3 Inherently Governmental Function

The contractor shall not perform inherently governmental functions as defined in Federal Acquisition Regulation Subpart 7.5 - Inherently Governmental Functions.

1.4 Associated Contractor Agreement

AFTC/PZI will set up an associated contractor agreement between the government, the MFC contractor, the VDS contractor, and Aechelon image generation system vendor.

1.5 Period of Performance

Delivery of the display systems may begin as early as 30 days After Receipt of Order (ARO) with Installation to begin immediately after Beneficial Occupancy Date (BOD) scheduled for July 2022 at Nellis AFB, NV and August 2022 at Edwards AFB, CA. Delivery and installation of the eight (8) display systems shall run concurrently at Edwards AFB and Nellis AFB and shall be completed by July 2023.

1.6 Locations of Performance

The TAF VDS will be installed and set up at Nellis AFB, NV and Edwards, AFB, CA.

1.7 Visual Display System Requirements

The display system shall provide a seamless OTW visual image across the FOV and shall not have visible changes of brightness in areas where individual projected images overlap (blend zones). Night-Vision-Goggle (NVG) compatibility is required for F-16 and threats. NVG compatibility is not required for F-35; simulated NVG video is displayed through a helmet cueing display when the MFC is in the F-35 configuration.

1.7.1 Field of View (FOV): The VDS FOV as seen from the Pilot’s Eye point at the geometric center of the dome display screen is detailed in the Table 1 below. Horizontal FOV shall be the same in both the left and right directions. The front of the MFC is expected to protrude through the front of the dome, requiring a cut-out in the screen. Parts of the screen not visible to the pilot because of the MFC, are not a required part of the FOV. Minimum and maximum values are given where flexibility is available.
