About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the procurement of subscription-based behavioral training platform licenses from The Medici Group LLC.
The J&A states that the Naval Sea Systems Command has a critical need for Medici's unique "Via Renaissance" training platform, including in-person workshops, to drive organizational change and workforce development efforts. Medici's proprietary "MOVES" tracking system is a key capability that allows the government to be responsive, adaptive, and agile in assessing behavior change. The J&A cites FAR 8.405-6 as the regulatory authority permitting limited sources, as Medici is the only responsible source capable of providing the required services. A sources sought notice was posted but only Medici responded. The Contracting Officer has determined the anticipated cost will be fair and reasonable. The government will continue market research to identify potential future competition for these requirements.

The Medici Group LLC (Medici) currently delivers their unique Via Renaissance training platform (Renaissance) including in-person workshops to Renaissance employs a distinctive function known as “MOVES” that advance and track the behavior change progress of its users. MOVES, a proprietary tracking system solely owned by Medici, are units of behavioral change methodologies that help build behavioral muscles through repeated action and integration into a user’s daily work. MOVES guide users to track and focus on a single behavior over a period of time and gives specific actions users can take to operationalize values and attributes such as innovation, collaboration, diversity, equity and inclusion learned from these repeated actions. MOVES are built with an algorithm collecting data from multiple sources (Workshop Sessions, Coaching Sessions, Surveys) and analyzes real time data to assess adoption within the organization. With the algorithm, it captures how each MOVE is being processed by the workforce and recalibrates to recommend the next MOVE out of the library of proprietary MOVES. With all behavioral changes, people are known to be the unknown variable. Real time data collection of MOVEs allows PEO IWS to be responsive, adaptive, and agile to drive organizational change. Market research shows that Medici is the only source with the unique data driven algorithm used to recalibrate each MOVE being implement. This unique process of tracking behavioral change is
