Sole Source Justification
1. Agency and Contracting Activity:
Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).
2. Nature/Description of Action:
Approval is being requested for a Firm Fixed Price contract with FormFactor Cascade to calibrate and maintain using RDT&E funds.
3. Description of Supplies/Services:
FormFactor test equipment owned by DMEA to be calibrated and maintained on an annual basis, plus any additional repair maintenance as required to keep the equipment operating properly during the service period.

4. Authority Cited:
FAR 13.106(b)(1), Soliciting from a single source.
5. Reason for Authority Cited:
No other contractor has or can obtain the capability to calibrate and maintain the FormFactor equipment due to the complexity and proprietary hardware and software of the equipment.
Contractor field service engineers are trained for many months/years in order to become proficient at trouble shooting as well as making the probers and test systems operational.
Calibration and maintenance procedures and software are FormFactor proprietary and are not available to other contractors.
6. Efforts to Obtain Competition:
Reached out to knowledgeable individuals in Government and industry about market capabilities as well as contacting the contractor. No other sources were identified.
7. Fair and Reasonable Cost Determination:
I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. The determination is based upon market research to procure new systems versus upgrading existing equipment.

DMEA received budgetary estimates for various high-voltage probe station options. Similarly configured probe stations were estimated to cost significantly more than this upgrade.

At this time, no other sources have been identified who have the capabilities required to meet the requirements identified in the performance specification. However, the solicitation will be advertised on the BetaSam website, and any quotes received will be considered.
