RFP DETAILS

A. INTRODUCTION: SCSWA currently manages recycling and solid waste services for all of Doña Ana County, White Sands Missile Range, and other communities within the defined service area of South-Central New Mexico. SCSWA’S operations include the following:

1. Corralitos Regional Landfill

2. Residential and commercial solid waste collections in Sunland Park, New Mexico, and White Sands Missile Range, New Mexico

3. Collections and waste transfer activities throughout SCSWA service area (Doña Ana County, Sierra County and Otero County)

4. Recycling services include providing biweekly curbside collections to approximately 35,000 residential households in and around the City of Las Cruces, New Mexico

5. SCSWA’S customer base consists of approximately 10 percent of the State’s projected estimated 2.35 million population

6. SCSWA operates one main transfer station in Las Cruces and nine (9) community collection centers throughout Doña Ana County.

B. BACKGROUND: SCSWA was formally established in December of 1994 through the adoption of a Joint Powers agreement between the City of Las Cruces and Doña Ana County. SCSWA is comprised of an eight (8) member board which consists of three (3) voting members appointed by the Las Cruces City Council, three (3) voting members appointed by the Doña Ana County Board of Commissioners, two (2) ex-officio members, the City Manager and the County Manager, or their designees.

With a total of approximately 80 employees, SCSWA provides recycling and solid waste disposal services to one of the state’s fastest growing areas. With the rapid growth of the area, SCSWA is constantly expanding to provide additional services, build additional facilities or planning to expand into new service locations. SCSWA strives to provide the highest service levels for its residents while redefining the meaning of solid waste management and continuously developing progressive programs and policies to meet the global demand for sustainability while preserving traditional values and protecting the environment.

The Corralitos landfill serves as a regional facility accepting waste from the City of Las Cruces, Doña Ana County, City of Truth or Consequences, and White Sands Missile Range. The Corralitos landfill, which is approximately 640 acres, was permitted for waste disposal in 1995. The 1,000 ton per day facility has an accepted waste composition of 75.7 percent municipal solid waste, 21.6 percent construction and demolition, and 2.7 percent biosolids.

Prior to 2018, mandatory Tier II testing demonstrated that the landfill followed the U.S. Environmental Protection Agency (EPA) regulations for surface emissions, with recorded surface emissions of less than 500 parts per million.

In the 2019 SCSWA Corralitos Landfill Tier II Report, presented to the New Mexico Environmental Department Air Quality Bureau, it was demonstrated that the landfill was generating surface emissions greater than 500 parts per million. In accordance with EPA Title V requirements, the landfill gas collection and control system (GCCS) must be operational by October 7, 2021.

Landfill Gas (LFG) will be collected and combusted or treated through flaring. Given the known existing waste inputs and the nature of future expected waste at the site, a candlestick flare unit was sized in accordance with the predicted LFG generation rates. The LandTec GEM 5000 portable gas analyzer indicates that an initial flaring capacity of 340 cfm will be required upon system startup in 2021.
