5. Reasons for Authority Cited:

The Star Screen functions as the key piece of automated equipment that assists the Fort Hood Recycle operation with automated sorting and properly moves materials into the correct sorting areas. The entire single stream sorting system is dependent on the star screen functioning properly which is currently not the case. Currently, many of the stars (rubber paddles) are missing from the screen rendering the screen as non-functional. This situation is causing the entire sorting system to not work properly leading to increased rework and overall inefficiency. The vendor we have reached out to is a sole source provider and they are an exclusive distributor for this kind of star screen in this area. They are the company that installed the original equipment and they are the only ones that can provide service and parts specific to Fort Hood Recycle’s automated sorting equipment. This piece of equipment was specially designed to fit a unique model of sorting system that was engineered to fit and function within existing warehouse parameters. This kind of product is not available to general recycling equipment manufacturers and must be procured as a specialty item. This Vendor is the only one identified as meeting the service requirements and associated parts for this equipment. The vendor is Himes Service Company in Waco, TX.

Himes Service Company is an exclusive distributor for Hustler Equipment Company who the original manufacturer of the star screen. An effort was made to try and have the Star Screen serviced by another source however we were not successful. The G2 is unable to provide this critical document destruction support until repair and service are completed. Further delay of the required service will cause a prolonged discontinuation of recycling processing services. The results of which include increased landfill costs, increased amounts of materials going into the landfill, decrease in recycling revenue, and a failure to meet DoD guidelines for solid waste diversion.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at 5.202.

Action is a brand name restriction, under $25K, no posting required Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.

Action is a brand name restriction over $25K but will not be posted due to exception:

FAR 6.305(f) FAR 8.405-6(b)(3)(iii)(A) FAR 8.405-6(b)(3)(iii)(B) FAR 8.405-6(b)(3)(iii)(C) FAR 16.505(a)(4)(iii(C)

7. Market Research: Research was performed by conducting searches on the internet and by speaking with other contacts that work for waste companies such as Waste Management, Republic Services, Inland Services and other Recycling Equipment Manufacturers. We also spoke with other recycling companies such as Evergreen, Smurfit Kappa, International Paper, KWP plastics, and local recyclers such as NuGen Recycling and Centex Scrap on how to best approach the situation. All companies stated that they were not able to offer this product or service. We were not able to locate another suitable option after conducting research. What drove this conclusion was the companies stating they did not have the capability to replace or service our star screen.
