About this file
This is a Request for Grant Applications (RFA) issued by the State of Oregon's Higher Education Coordinating Commission's Office of Community Colleges & Workforce Development for WIOA Title II Adult Education & Family Literacy programs in corrections settings. The RFA, issued January 17, 2022, with a closing date of March 18, 2022 at 5:00 PM, seeks applications from eligible entities to provide adult basic skills education, English language acquisition, civics instruction, and workforce preparation services to incarcerated individuals. The primary contact is Tom Riel at 503-947-2250 or tom.e.riel@hecc.oregon.gov. Applicants must demonstrate program effectiveness through measurable skill gains data across three program years and outline specific service delivery plans including class scheduling, recruitment and retention strategies, curriculum integration using Oregon Adult Career and College Readiness Standards, and contextualized instruction linked to workforce and postsecondary pathways.
Award criteria emphasize demonstrated effectiveness in serving corrections populations with barriers to employment, coordination with local workforce development boards and one-stop centers, alignment with local workforce plans, and comprehensive data management practices for continuous program improvement. Applicants must address equity considerations under the Oregon Equity Lens and provide detailed narratives addressing program design, partnerships, instructional support activities, assessment strategies, support services integration, and staff qualifications and professional development. Funding is provided under WIOA Title II Adult Education & Family Literacy, with applications evaluated on their ability to meet federal performance measures including measurable skill gains, employment outcomes in the second and fourth quarters post-exit, and credential or diploma attainment. Programs must track participant progress monthly, maintain data validity and accuracy, and conduct regular analysis to identify and address inequities in service delivery across program activities.
