About this file

This is a Questions and Answers document for painting services solicitation 21-00089-TDP issued by the University of Wisconsin System, specifically involving the University of Eau Claire, River Falls, and Stout. The universities are seeking contractor services for painting work to supplement campus resources, including touch-ups, remodels, and painting or repainting of existing structures using ground-level equipment such as ladders, scaffolding, and lifts. The scope of work varies depending on institutional needs at the time of contracting. Lead times for project initiation and completion are determined and negotiated on a job-by-job basis, and the bid due date was not extended from its original posting. The solicitation was posted only on the universities' website and was not listed on nationwide free bid notification services. Award determination criteria are specified in sections 3.8 and 3.9 of the formal solicitation documents.

Contractors are responsible for determining how to manage and recover parking costs at the three university campuses, as the universities will not reimburse parking expenses. Drive time is a billable cost calculated on an hourly basis for all time spent traveling to and from job sites, with the same hourly rate applied across all campus locations. Lead abatement and renovation work may or may not be included in the painting services scope depending on the specific project, school, and circumstances involved. Contractors must have an individual certified annually; this certification may be required either to identify lead issues or to complete lead abatement processes, depending on project requirements.
