About this file
This file comprises a Questions and Answers document and service schedule attachment for a trash, recycling, and compost services solicitation (21-0003-TDP) issued by the University of Wisconsin system for three campuses: UW-Eau Claire, UW-River Falls, and UW-Stout. The solicitation seeks vendors to provide waste management services across multiple waste streams including trash collection, single-stream recycling, and composting at various academic, administrative, residential, and university center locations. Equipment distribution schedules detail specific container sizes (ranging from 95-gallon to 95-yard roll-offs), frequencies, and locations. Service schedules differentiate between academic year and summer schedules, with most pickups occurring multiple times weekly or every six weeks depending on location and waste stream. The contract term is fixed for three years as referenced in the RFB, with service availability extended to all State of Wisconsin agencies as a procurement vehicle.
Pricing shall remain fixed for the initial three-year contract term; however, the University reserves the right to consider documented price increases for third-party cost impositions such as tipping fees or processing costs, contingent upon detailed vendor breakdowns including profit, overhead, labor, materials, and specific cost components. Vendors may bid on one, two, or all three campuses without penalty and may exclude specific waste streams from their proposals. The University reserves the right to award the contract to consolidate vendors where feasible and in the institution's best interest, and may negotiate specific pricing beyond the three named campuses with individual schools. Invoicing requirements include detailed reporting of tipping fees, tonnage, and cost-per-ton information for roll-offs and container quantities. Weekly reporting during the ten-week Recycling Mania competition is mandatory. All containers require mechanical truck-scale weighing, and contractor-supplied equipment must meet specified requirements including plastic type 1 materials for residential containers and replacement responsibility for damaged equipment.

Trash and/or Recycling and/or compost
21-0003-TFP
Questions and Answers
1. In Attachment “B” there is no reference to UWEC Haymarket Apartments. Is this not a part of bid?
The Trash in this building is handled by the landlord (Commonwheel).
2. On A. 6.4.1.5 states lists are on attachment “H”. We could not locate Attachment “H”. Can you send?
That is a typo. It should read, “Pick-ups at all locations are listed in Attachment B however departments reserve the right to change the pickup schedule over the course of the contract. All pick-ups shall be completed during the acceptable service window.
3. ON “B” tab, in trash UWEC trash looks to be actually the recycling container sheet, and on recycling tab, there are only numbers, which we believe is quantity, and no sizes of the containers. Is this the case?
Here is a full list of UWEC equipment and schedule.
4. In 2.1, it states all UW campuses and departments MUST be eligible to purchase from contract, where it was our understanding this is for the three campuses of EC, RF, and Stout. Do you mean for the same pricing?
This contract must be available to State of Wisconsin Agencies to use as a procurement vehicle. Specific pricing beyond the three campuses specifically listed in this RFB shall be negotiated between the individual school and vendor.
5. In 2.2, it appears that not only can the 3 campuses be bid out separately on this bid, but also any service can be split off, or “Not Bid” within the campuses. In effect, each campus could choose a different supplier not only from the other two campuses, but also have multiple vendors on their campus for each waste stream. Is this correct?
We are a state agency that is tasked with spending taxpayer and student tuition money. We take that fiduciary responsibility seriously and reserve the right to award this contract in a way that is in the best interest of those parties. Our goal will be to consolidate where possible, when it is in the UW’s best interest.
6. In 3.7, it states, fixed price for 3 years. Does that mean no increases could be passed through if disposal facility tipping fee/per ton increases or processing costs/ per ton for recycle materials increase? Our intention is that the costs will remain fixed for the initial term. However, we would consider price increases if they are imposed by a third Party, are documented and you gave us a break down of your fees. That would include a breakdown into Profit, Overhead, Labor Costs, Material Costs, Overhead, SG&A, and any specific cost component that you were requesting (i.e. tipping fee, fuel, etc.). If you will not provide this breakdown, we will not approve an increase.
7. In 5.11 States UW campuses, State agencies, and Municipalities WILL be eligible to purchase off this contract. Do you mean for the same prices?
This contract must be available to State of Wisconsin Agencies to use as a procurement vehicle. Specific pricing beyond the three campuses specifically listed in this RFB shall be negotiated between the individual school and vendor.
8. 6.4.1.11 refers to weighing of containers, actual exact weights, via manually weighed. Is it not permissible to utilize Truck route metric weights which give an average, and estimated weight by container size?
We want an onboard truck scale or truck load can be fully weighed if it is only our product.
9. 6.4.1.12- What specific additional service or reporting is required for Recyclemania?
Reports must be provided weekly during competition (10 weeks).
10. In all aspects of bid you are asking for “exact weights mechanically weighed by a scale, specifically what do you mean by this? Does each truck that services the campuses have to have the ability to weigh? Or is the University going to weigh or provide a place to weigh each container?
We want an onboard truck scale or truck load can be fully weighed if it is only our product.
11. 6.4.4.3 Can you list which specific container(s) require a special required color to match exterior or surroundings and which locations require specific “Non Standard” sizes or configurations? Must your signage say “trash for landfill” and be 30% the size of each container, which will add additional costs because it is not standard signage? Would it be the same for your “no sort” recycling?
We are trying to avoid bright color (blue, green, black are acceptable). The 30% is only on the front panel of container and we would like to stay with the sizing. However, Containers require marking that denote waste, recycling, etc.
12. 6.5.1 Is it permissible to have office contact hours range be 7AM-4:30PM?
Yes.
13. 6.7.1 This information, tipping fee, tonnage, cost per ton, is not on invoice for small containers only roll-offs, is this acceptable?
We are ok with only having the number and size of small containers tipped.
14. 6.7 Invoicing, Is it acceptable that invoices be sent prior to the 7th of the month, this however does not guarantee receipt by the 7th.
Yes this is OK.
15. Is it the intent of this bid to insist on one price that is the same for each of the campuses by container size and particular waste stream? Realizing that transportation time is a significant part of the cost, trucking costs, to and from the campus to the disposal facility, and where each campus has very different time requirements to service and get to the disposal facility, is it the intent of this format to have the closer campus to subsidize the transportation costs of the further away campuses? Can you please clarify Our intention is that there will be one price for all campuses. However, you can submit a separate bid for each campus. If you feel this is in your best interest, please do so. Be aware that prior to award I will go through your SSEC filings and compare your quoted costs with those on your filings. If there is a disparity, we reserve the right to cancel the award or renegotiate your costs.
16. Are we able to only bid one or two campuses? Or can we eliminate on a bid a particular waste/recycle stream? And if so, is there any penalty for doing this?
Yes, you can bid on one, two or three campuses with no penalty.
17. I do not see where Appliances are spelled out on this bid. Do you have any specific needs or requirements for appliances?
Some of the campuses may have this need. But it is out of scope for this contract.
18. Is there a date, timeline, and procedure to have answers replied to? And will all questions by all haulers be available to all?
This is the response to all questions asked by all parties.
19. Is there an anticipated Start date for this bid?
Section 3.3, Contract Term, provides information about the start date of the contract. Please read this section.
20. Do you anticipate extending the bid due date?
No.
21. What additional details are you willing to provide, if any, beyond what is stated in bid documents concerning how you will identify the winning bid?
Section 3.8, Method of Award provides information about how the Solicitation will be awarded. Please read this section.
22. Was this bid posted to the nationwide free bid notification website at www.mygovwatch.com?
There is no requirement for our bids to be posted on websites beyond our own.
23. Other than your own website, where was this bid posted?
There is no requirement for our bids to be posted on websites beyond our own.

Note 1: The 1-1/2yard containers shown at residence hall locations were purchased by the University, with ownership, maintenance and replacement transferred to the waste contractor. It is the intent that the Contractor be responsible for replacement of any containers that become damaged or unusable with the same dimensions and plastic type 1 ½ yard containers, with on locking wheel (metal containers are not acceptable for housing refuse). An alternative to replacement would be repairing the container by the contractor if this is approved by the Appropriate Campus Authority. It shall be the Contractors responsibility to provide additional containers that may be necessary for proper service.
