A. PART I - DRYTIME BOXES:
1. Vessel Required:
A. One, U.S. or foreign flag, self-sustaining vessel, capable of carrying ammunition containers consisting of (1) 47 TEU Hazard Class 1 material, Divisions 1.1 through 1.4, and Hazard Class 2.2, with a total net explosive weight of 12,000 pounds, from Military
Ocean Terminal Sunny Point, NC (USA) to Newport, Wales, UK; and (2) 4 TEU Hazard
Class 1 material, Divisions 1.1 through 1.4 and 170 empty TEU from Newport, Wales, UK to Military Ocean Terminal Sunny Point, NC (USA) while satisfying all applicable regulatory segregation and compatibility requirements.
B. Vessel must be capable of 13 knots minimum when laden.
C. Vessel must not exceed a maximum overall length of 240 meters (787.4 feet); a laden draft of 10.4 meters (34.1 feet); and a maximum beam of 30.1 meters (98.6 feet).
Intended Hazardous Material (Without Guarantee). Hazard Class 1 material, Divisions 1.1 through 1.4, and Hazard Class 2.2.
Cargo Dimensions:
20-foot Equivalent Units (TEUs). Average container weight of 16,500 lbs. Maximum container weight of 32,000 lbs.

Special Requirements
A. Reporting Requirements
1. Owner shall provide the MSC Area Commander with any report required under U.S.
Coast Guard Marine Safety Information Bulletin 02-20 (Change 3) (requiring hazardous conditions be reported), prior to entering the port.
2. Health and Safety Plan: Owner shall provide in its proposal its company’s health and safety plans for its crew related to the novel coronavirus for this mission. While not evaluated, upon award, this plan shall become contractually binding on the owner.
3. Owner is advised that due to the time-sensitive and critical nature of the mission, including environmental factors, the Excusable Delay provision shall not apply if delay was caused by a breach of Owner’s Health and Safety Plan cited above or was otherwise reasonably preventable by following U.S Coast Guard or Center for Disease
Control COVID-19 guidelines in publication at the time of breach.
4. The ship-owner agrees that crew and other embarked personnel may be ordered by the charterer to stay aboard the vessel during port visits under this charter as deemed necessary by the charterer or local government authorities. Further, the ship-owner agrees that the charterer may limit access to the vessel by any shore-side personnel upon the vessel’s port calls during this charter.
5. Owner agrees that no routine crew changes will occur during the course of the charter and that all costs (e.g., transportation, Restriction of Movement, or other quarantine costs) associated with any non-routine crew changes shall be the responsibility of the
Owner and not the Charterer.
B. Lashing Gear. Vessel must be fully outfitted with container deck fittings, semi-automatic twist locks, stackers, rods, turnbuckles, lashing gear, dunnage, and shifting boards in sufficient quantity to safely stow and secure cargo.
C. Spreader Bar. RO-RO/LO-LO or LO/LO vessel must be equipped with a spreader bar(s) capable of lifting 40-foot and 20-foot containers, weight tested to 40,000 lbs. per crane.
D. Certificates. Provide most recent and complete copies (with endorsements) of the following documents:
1. Company Document of Compliance
2. Vessel Safety Management Certificate
3. Vessel International Ship Security Certificate
4. Vessel Certificate of Inspection (COI)
5. Vessel Document of Compliance for the Carriage of Dangerous Goods
E. Stow Plan. Provide detailed stow plans using the provided cargo list showing the vessel’s ability to support both requirements; (1) 47 ammunition TEU from Sunny Point, NC to
Newport, Wales, UK and (2) 4 ammunition TEU (not on packing list, use average container weight of 16,500 lbs, maximum container weight of 32,000 lbs, Hazard Class 1 material, Divisions 1.1 through 1.4) with 170 empty TEU from Newport, Wales, UK to
Sunny Point, NC. Stow plans may be cross-checked in ICODES for feasibility - to include square footage, weight, trim, and stability issues.
F. Fully Bunkered. Vessels shall be delivered fully bunkered for the charter period.
G. Self-Sustaining. A contractor-provided mobile crane on vessel can equate to being self-sustaining. Offer must provide specification of self-sustaining equipment intended for use for this contract.

(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor
Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the
Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

AMEND PART XI(e) to read, “The offeror’s price proposal will be evaluated based on the value of the charter hire rates offered for the entire charter period of (a) 28 days, price for fuel, and any other costs set forth in the offer. For evaluation purposes the period of performance will consist of

Fuel calculations will be based upon (c) 22 days underway laden at the speed specified in the individual solicitation, using fuel consumptions provided in DRYTIME Boxes 68 and 70; (d) 00 days underway ballast at the speed specified in the individual solicitation, using fuel consumptions provided in DRYTIME Boxes 69 and 70; and (e) 06 days in port idle, using the fuel consumption provided in DRYTIME Box 71. This will represent the overall price to the
Government. The proposed price(s) must be determined to be fair and reasonable.”

Offerors shall comply with all parts of the solicitation and shall use the guidelines set forth in
Part X for submission of offers.
Offerors must be registered in the System for Award Management Registration (SAM) in order to be considered for award. To comply, provide a Unique Entity Identifier (UEI) number with your offer. This number is required to verify registration and in order to register in SAM. The UEI number can be obtained by calling 1-800-333-0505. Failure to submit all required information as requested could result in your offer not being considered for award.
