Time Charter for Ice Class Tanker
QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only.
1. The PWS (Attachment E) paragraph t) states "JP8 with an average API of 37.0-51.0 @ 15℃". Does this statement equate to assuming that the entire cargo of 188,000 Bbls is API (37.0 + 51.0) / 2 = API 44 @ 15℃ ?
ANSWER: The entire cargo of 188,000 Bbls should be assumed to be at the API of 37.0 @ 15 Degrees centigrade.
NOTE: The lower API equates to a denser cargo. If looking to nominate a suitable size tanker for the quantities utilize the lower range of the provided API's.
2. The PWS (Attachment E) paragraph u) states "JP5 with an average API of 36.0-48.0 @ 15℃". Does this statement equate to assuming that the entire cargo of 250,000 Bbls is API (36.0 + 48.0) / 2 = API 42 @ 15℃ ?
ANSWER: The entire cargo of 250,000 Bbls should be assumed to be at the API of 36.0 @15 Degrees centigrade.
3. Instructions to Offerors, (f) pg I-21 states: “Questions regarding the solicitation must be submitted no later than 1:00 pm local time fourteen (14) days after the solicitation was issued, TBD…”
Section X, page 8 states: “Questions regarding the solicitation will be accepted up until the time that proposals are received. Questions received later than 2 working days prior to closing may not be answered.”
As the language appears to be conflicting, please advise on the last date to submit questions to the Government.
ANSWER: Box 6 and Box 97 are where changes made to the proforma are located. Please use the “Instructions to Offerors, (f) pg I-21” from Box 97; this is the correct language to use.
4. Factor 3 Past Performance: I-27 references Past Performance, as well as I-30 which states: “The Government will search CPARS for each offeror’s three most recent and relevant government contracts. While the Government intends to use primarily CPARS to gather information on offerors’ past performance, it reserves the right to consider other sources of relevant information.”
Page XI-1 states: (d) Past Performance. The government will search Contractor Performance Assessment Reporting System (CPARS) for each offeror’s three most recent and relevant government contracts for the ocean transportation of cargo. While the government intends to use primarily CPARS to gather information on offerors’ past performance, it reserves the right to consider other sources of relevant information.
Please confirm that we are not required to submit past performances with our proposal.

5. Are we required to submit “Attachment O DFARS 247-7026 Info” with our proposal? If yes, what Volume should we put it in?
ANSWER: The attachment is not required. In Amendment 0002, Attachment O has been marked as “reserved” in the list of Attachments in Box 97, page I-19.
6. What is required in Volume I, Critical Submission Data besides documentation of an active facility clearance of at least SECRET level?
The RFP in (b)1. on page I-29 states: “Offers that fail to provide acceptable responses to the items listed in Part X as "Critical Submission Data" will not be further evaluated or considered for award.”, yet there are no items in Part X labeled “Critical Submission Data”
ANSWER: There is only one Critical Submission Criteria. See page I-25 of the initial solicitation.
“Documentation (e.g., Industrial Security Facilities Database (ISFD), Defense Security Service DSS) letter, etc.) that Offeror has an active facilities clearance of at least a SECRET level”.
NOTE: Box 6 and Box 97 are where changes made to the proforma are located and take precedence per the “order of precedence” in Box 6.
