Item # Question/Confirmation/Comment Answers/Responses

Since the number of runs mentioned in the announcement is the maximum number of runs per vehicle category, it would be of interest for us to know the total number of routes or vehicles used per day.

The number of runs listed in the solicitation is an estimated maximum. The route mileage sheet should help determine the total number of routes and vehicles used per day and will be available upon request as stated in the updated 52.212-1 Addendum.

Furthermore, we have not yet been able to find any information about the waiting times to be expected before a run starts. How much time do we have to plan for the security inspection by with BSA and driver for the A.M. and P.M. Run? How much downtime do we have to allow for in the afternoon at the schools to be served? Do we have to allow for a longer waiting period before the P.M. Run starts even if no BSA is scheduled for that run?

BSAP inspections typically take 15 minutes. Buses must be in place at SpES 15 minutes prior to the school's release, loading time at SpES takes between 10 and 20 minutes, from there the buses continue on to SpMS/SpHS for loading of older students. BSAP inspection points will be coordinated after award of contract, consolidated inspection points will be encouraged. BSAP inspection points must be a minimum of 500 meters from any US bus stop.

Unfortunately there is no information about the length and duration of the routes to be driven. Can you give us more details about the location and distance of the individual stops per run as well as the service area, please? Could you please provide more details on the location and size of the zones mentioned?

The mileage, length of route, and area map will be available upon request as stated in the updated 52.212-1 Addendum.

In the price sheet you mention three different zones (Zone A in CLINs 0001 and 1001, Zone D in CLINs 2001, 3001 and 4001 and ZONE B in CLINs 0002, 1002, 2002 and

3002). On page 45 of solicitation, "Addendum to Paragraph (a)" under 52.212-2 is mentioned, that "This solicitation covers four (4) zones"... We assume that these are errors in the tender and that you have only planned two zones - Spangdahlem and

Büchel. Please specify this.

Amendment 0002 corrected the language in 52.212-2 and updated the pricing sheet to reflect only two Zones: Spangdahlem (Zone A) and Büchel (Zone B).

05 Are the vehicles allowed to be parked overnight on the installation area?

Parking on the installation is not guaranteed unless the base issues a higher FPCON.

Overnight parking at the firm's depot should be utilized. Parking for buses that will not leave the installation between the AM and PM runs will be coordinated.

Does 2.1.11 "Unscheduled School Day Cancellation" of PWS also refer to a longer shutdown due to a pandemic as it is happening at the moment? Is it correct that we cannot charge anything if a pandemic causes a possibly longer shutdown while student transportation can´t be performed at all? This also in view of the fact that we have allocated the fixed vehicle costs to expected 190 days per school year?

No, this applies to cancellations due to internal reasons other than a pandemic.

It states total number of runs, do you know the daily break down?

The number of runs listed in the solicitation is an estimated maximum. The route mileage sheet should help determine the total number of routes and vehicles used per day and will be available upon request as stated in the updated 52.212-1 Addendum.

The original solicitation of 16-Apr-2020 shows an offer due date 12:00 PM 02 Jun

2020.

This was followed by adjustments on 28-Apr and 12-May, whereas the first one says, that the offer due date hasn´t been changed. In document HE125420R2004-0002

Conform.pdf a changed due date 12:00 PM 01 Jun 2020 is shown. Which due date is the correct one?

The submission deadline for proposal is extended from 01 June 2020 at 12:00PM EST to

05 June 2020 at 12:00PM EST.
