This is a combined synopsis/solicitation for a Snow Plow Assembly prepared in accordance with the format in FAR Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA462520Q1092 is being issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07, Defense Acquisition Circular 20200324 and Air Force Acquisition Circular 2019-1001. This procurement is solicited under Full and Open Competition. The applicable North American Industry Classification System (NAICS) Code is 333120. The Small Business Size Standard is 1250 employees. Paper copies of the RFQ will not be made available.
Evaluation for this acquisition will be based on the lowest price which meets the minimum requirements of the characteristics identified in the attached salient characteristics. Please include a specifications sheet to identify the salient characteristics met. See Attachment 1, Salient Characteristics, for technical information. See Attachment 2, Clauses and Provisions for evaluation guidance. The Government reserves the right to refrain from awarding to any Offeror that is determined to have offered pricing that is not considered fair and reasonable.
The Offeror’s quote submission shall consist the following:
1. Company letter identifying point of contact, phone number, DUNS and CAGE code.
2. Completed pricing sheet with delivery timeline. Price sheet may be on company letterhead.
3. Product specification sheet
Questions: Contractors shall submit questions pertaining to this solicitation in writing no later than 14 August 2020, 2:00 PM CST.

INFORMATION REGARDING SUBMISSION OF PROPOSALS: Electronic submission of proposals is required. All proposals and related documents will be submitted via e-mail to the 509th Contracting Squadron. The e-mail must arrive at the designated time specified in the solicitation to be considered responsive, and considered in the evaluation process.

Quotes must be received by 14 August 2020, 2:00 PM CST in order to be considered for award;
late quotes will not be considered for award. All quotes shall be valid for a period of 30 days.
NOTE: It is the responsibility of the offeror to ensure timely receipt of the proposal.
Additionally, Whiteman AFB network utilizes a firewall that may cause delays in receipt of e-mail/attachments. Late receipt of proposals due to a network firewall or outages will be considered late. Offerors should allow sufficient time for the email traffic to be delivered. E-mail received in the Government office after the closing time will be considered late and not considered for award and processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawal of offers.”
Prospective offerors must be registered and active in the System for Award Management (SAM) (www.beta.sam.gov) by submission of quote in order to be eligible for award. All responsible sources may submit a quote which, if complete and timely received, will be considered by this agency.
All personnel requesting access to Whiteman AFB must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/real-id. Personnel requesting vehicle access to Whiteman Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance. Foreign Nationals will not be authorized access to Whiteman AFB, MO.
The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Addendum to FAR Provision 52.212-1, Instruction to Offerors--Commercial Items
1. FAR 52.212-1(c), is changed to read:
(c) Period of Acceptance of offerors. The offeror agrees to hold the prices firm for 180 days from the date specified for receipt of offers.
2. Specific Instructions:
(a) Contractors shall submit questions pertaining to this Solicitation in writing no later than 14 August 2020, 2:00 PM Central Standard Time (CST). In the event issues pertaining to a solicitation package cannot be resolved to the satisfaction of the Contracting Officer (CO), the CO reserves the right to withdraw or cancel the proposed Solicitation requirement at no additional cost to the Government.
(b) Contractors shall be required to submit a delivery timeline of the snowplow assembly equipment with best efforts made to deliver on or before 1 November 2020.
(c) For the price section of your proposal, you are required to fill out the bid schedule with delivery timeline on this combined synopsis or a separate document containing the required information. The completed pricing worksheet with delivery timeline must be submitted with your proposal.

ADDENDUM 52.212-2 Evaluation
(a) The evaluation criteria are Delivery Timeline (DT) and price. DT shall be rated as being greater in importance than price. An assessment will be made to determine the best-value to the Government using a trade-off approach using DT and price.
(b) Delivery Timeline: The criteria used to evaluate the offeror’s delivery timeline will be weighted to give preference to Offerors whom propose to deliver the base schedule item for snowplow assembly on or before 1 November 2020. The option line item shall not be evaluated for delivery timeline.
(c) Price: The Government will utilize price analysis to evaluate offers for award purposes by the total overall price proposed. Pricing provided by the Offeror on this combo or company generated form containing all pertinent pricing information will be used to evaluate price. The Government may determine that an offer is unacceptable if the prices are unbalanced or unreasonable.

ADDENDUM to 52.217-7, Option for Increased Quantity-Separately Priced Line Item
1. FAR 52.217-7 is changed to read:
The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 150 days after contract award. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
