This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA462520Q1080 is being issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-02, Defense Acquisition Circular 20190531 and Air Force Acquisition Circular 2019- 1001. Quotes must be valid for 90 days.

This procurement is a 100% Small Business Set Aside. The applicable North American Industry Classification System (NAICS) Code is 334290. The Small Business Size Standard is 750 employees.

Paper copies of the RFQ will not be made available. Quotes can be e-mailed to the following e-mail address: 509cons.sollgcb@us.af.mil to the attention of Renee Faller. E-mailed quotes using file compression, such as .zip, will not be accepted. Whiteman AFB network utilizes a firewall that may cause delays in receipt of e-mails/attachments. Late receipt of quotes due to a network firewall or outages will be consider late. Offerors should allow sufficient time for the email traffic to be delivered.

Prospective offerors must be registered and active in the System for Award Management (SAM) (www.beta.sam.gov) by the closing date of this solicitation in order to be eligible for award. All responsible sources may submit a quote which, if timely received, will be considered by this agency.

Evaluation for this acquisition shall be based on a Lowest Price Technically Acceptable (LPTA).

Offerors must submit supply items which meet the brand name requirements outlined in the bid schedule below. Offerors submitting “or equal” items shall not be evaluated.

Addendum to FAR Provision 52.212-1, Instruction to Offerors--Commercial Items

1. FAR 52.212-1(c), is changed to read:

(c) Period of Acceptance of offerors. The offeror agrees to hold the prices firm for 90 days from the date specified for receipt of offers.

2. Specific Instructions:

(a) Contractors shall submit questions pertaining to this Solicitation in writing no later than 23 July 2019, 2:00 PM Central Standard Time (CST). In the event issues pertaining to a solicitation package cannot be resolved to the satisfaction of the Contracting Officer (CO), the CO reserves the right to withdraw or cancel the proposed Solicitation requirement at no additional cost to the Government.

ADDENDUM 52.212-2 Evaluation

1. FAR 52.212-2(a), is changed to read:

(a) The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be based on lowest price technically acceptable (LPTA). Only Offerors which submit brand name items outlined in the bid schedule above shall be evaluated.
