PERFORM ANNUAL MAINTENANCE ON MSD AND SEWAGE SYSTEM
1.0 ABSTRACT
1.1 This item describes the annual maintenance of the Marine Sewage Treatment Plant(STP).
2.0 REFERENCES:
2.1 Technical Manual Sewage Treatment Plant, Type II Model TW-HMX-6104 S9593-FP-MMC-010
3.0 ITEM LOCATION/DESCRIPTION:
3.1 Location/Quantity:
3.1.1 Pump Room 1 (3-16-1), Four (4) each STP tank skids
3.1.2 Void 3 (5-16-1): Two (2) each sewage transfer pump assemblies with strainers.
3.2 Manufacturer/ Type: HeadHunter, Model TW-HMX-6104
4.0 GOVERNMENT FURNISHED MATERIAL/EQUIPMENT/SERVICE: None.
5.0 NOTES:
5.1 Performance Period: 28 Apr – 01 May 2020
5.2 Location of Work: Subic Bay, Phillipines.

6.0 QUALITY ASSURANCE REQUIREMENTS: None additional.
7.0 STATEMENT OF WORK:
7.1 Furnish a Headhunter O.E.M. Service Representative to complete the following listed maintenance items for the sewage treatment plant and system in its entirety.
7.1.1 Perform the O.E.M Quarterly and Annual Maintenance detailed in reference 2.1.
7.1.1.1 Remove and inspect Auto Clor cell
7.1.1.2 Remove each solenoid valve operator and plunger to remove mineral build up and clean the plungers.
7.1.1.3 Optest sewage transfer electric actuator valves close and open.
7.1.1.4 Rebuild solenoid valves V1, V2, V3 and V4 (diaphrams and springs) with CFM.
7.1.1.5 Inspect and replace cross flow filter.
7.1.1.6 Inspect all macerator and discharge pump impellors and seals.
7.1.1.7 Verify operator of all electronic gauges and level indicators.
7.1.2 Perform the O.E.M. recommended backflush procedure as detailed in reference 2.1.
7.1.2.1 Troubleshoot and Repair Back Wash Counter; Ship’s Force reports that Counter is not sequencing properly.
7.1.3 Provide and install one (1) each momentary switch and cable from lower to upper level for the new sewage transfer pump setup.
7.1.4 Provide and Replace Macerator (B) Unit motor with GFM provided motor.
7.1.4.1 Conduct further troubleshooting and repairs if replacement motor does not correct (B) Unit from heating up and tripping circuit breaker.
7.1.5 Provide and Replace Chemical Tank Low Level Indicator with GFM provided sensor
7.1.6 Provide and Replace MSD Units A and D Tank #3 (two tanks in total) with GFM provided tanks.
7.1.7 Troubleshoot and Repair inoperative Saltwater Pressure Alarms. Communication between the MSD Unit and the Cabinet assembly is not functioning.
7.1.8 Provide crew training to inlcude operation and maintenance of the modified sewage transfer setup.
7.2 Provide all labor and material required to perform paragraphs 7.1.1 and 7.1.3 including but not limited to any necessary consumables.
7.2.1 Contractor shall dispose of all waste generated by this work item
7.3 Inspection/Test:
7.3.1 Perform operational test of all effected equipment and disturbed mechanical joints. Testing shall be witnessed by MSCREP.
7.3.2 Provide oversight including but not limited to wiring assist and operational test on the new sewage transfer pumps and strainters being installed by the shipyard IAW ABS requirements.
7.4 The equipment addressed in this work item is categorized as critical equipment in accordance with MSC policy on the classification of critical shipboard systems and equipment. Only Original Equipment Manufacturer (OEM) authorized technical field service representatives and OEM parts shall be used to accomplish the requirements of this work item including oversight and guidance on all aspects of equipment as-found condition inspection, removal, disassembly, reassembly, repairs, modifications, reinstallation and testing as applicable.
7.4.1 An OEM authorized technical field service representative is defined as either a direct employee of the OEM, or an employee of a secondary company which has a current written agreement with the OEM to provide service and repair for that equipment. The OEM authorized technical field service representative shall have full access to the OEM drawings, technical service bulletins, special tools and OEM replacement parts.
7.4.2 The OEM authorized technical field service representative to support this work item is Headhunter. The identification of an OEM authorized technical field service representative herein is provided for reference and informational purposes only and does not constitute or imply an endorsement, recommendation, or favoring by the United States Government.
7.5 Provide complete service report, to include description of all failures found and repairs complete to MSCREP and CHENG.
7.6 Contact Port Engineer to coordinate access and parts shipment to shipyard, coordinate and arrange any country/shipyard access requirements including work visa where applicable.
