STATEMENT OF WORK
Scope of Work – Water Quality Monitoring Panel (WQMP) Preventive Maintenance and
Service Contract
The contract is for maintenance on three water quality monitoring panels beginning one year from date of award. Contract will include provisions for FOUR Option Years.
1. The work described herein pertains to maintenance and service performed on three water quality monitoring panels installed at Tobyhanna Army Depot. WQMP’s are installed at the following locations: Building 11 Third Floor, Building 24 Sewage Treatment Plant and Powder Smoke Ridge (Building 52). The Powder Smoke Ridge site is a secured location and the listed Point of Contact (POC) will escort the contractor to the site and secure the site following the performed maintenance.
2. The Hach CL17 Chlorine Analyzer will be calibrated on a quarterly basis on each of the three panels. The Hach CL17 Chlorine Analyzer will be calibrated by comparison. Calibration by comparison involves analyzing the sample stream with a reliable, accurate laboratory method then setting the analyzer to match.
3. Preventive maintenance will be performed quarterly on the Hach CL 17 Chlorine Analyzer, it will include:
- Pump tubing will be checked and replaced if needed. The clamping action of the pump/valve module will soften the tubing and cause it to collapse and obstruct liquid flow.
- All other tubing in the unit will be replaced once during this contract.
- The outside of the enclosure will be cleaned using a mild detergent once during this contract. Be sure the enclosure is securely latched.
- Cleaning the colorimeter. The colorimeter measuring cell may collect sediment or develop a film growth on the inside wall. Cleaning with an acid solution and a cotton swab may be required each quarter.
- Check sample conditioning filter and replace if needed.
- Clean the inside of the unit using a dry wipe.
4. Maintenance will be performed on Hach DR3900 benchtop instrument in Building 24 when necessary including one start up or one PM/Calibration on site per year, factory repairs, unlimited technical support calls and software upgrades on instrument.
5. The contractor will furnish and electronic report to Tobyhanna Army Depot (Amalia.obrien.civ@mail.mil) by the 14th day following the preventive maintenance and calibration work detailing the following:
- Date and time of service.
- Service performed and any problems noted.
- List of any equipment replaced or changed out during the visit.
5. The contractor will furnish all labor, tools, materials, equipment, sample containers, reporting forms, transportation, and supervision necessary for performing all provisions of this contract in accordance with current local, state, and federal regulations.
6. Each quarterly visit will be billed separately after site performance has been evaluated by
POC.
7. The POC is Amalia O’Brien at (570) 615-6560 or via email at Amalia.obrien.civ@mail.mil.
DEPOT ACCESS:
A background check and approval from TYAD Security Operations Branch is required for all contractor and subcontractor personnel prior to on-site access at TYAD. All persons seeking entrance to TYAD shall submit to and comply with all security standards and requirements in force at the time such persons are seeking entry. All contractors, regardless of resident status or citizenship, will be subject to vehicle search and intense in-processing by TYAD security personnel prior to being granted access to TYAD. This security screening process may be time consuming and access may be delayed or denied. The contractor shall ensure ELTY Form 648-C is completed for all contractor and subcontractor personnel requiring depot access to include warranty services. The TYAD point of contact (POC) will provide ELTY Form 648-C, Request Access to Tobyhanna Army Depot, to the contractor/vendor at least ten days prior to the expected visit date for completion. The contractor/vendor shall return the completed ELTY Form 648-C to the TYAD POC in a timely manner so the same may be submitted to Security for processing no later than seven days prior to the visit. All of the required fields on the form shall be complete and accurate by the contractor/vendor for timely processing. This requirement is inclusive of on-site supervisory or managerial personnel and sub-contractor personnel that the Contractor anticipates will be performing work or visiting on-site. This security screening does not relieve the contractor of any responsibilities to conduct thorough pre-employment background checks and drug screening. Contractor workers will not be granted access to the work site until security screening is completed and access is approved. Any contractor personnel on-site who fail screening will not be permitted further access to TYAD. See “Access and General Protection/Security Policy and Procedures” below.
Please submit the completed ELTY Forms 648-C form(s) to the COR or POC.
