Statement of Work for SBIR Phase III LHA 6 and LHD 1 Class Bulkhead Seal Development Project

1.0 INTRODUCTION

1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 427, which is responsible for developing replacement bulkhead shaft seals to replace the failing legacy bulkhead seals onboard the LHA 6 class and the LHD 1 class ships.

1.1 BACKGROUND

The work for this proposed acquisition derives or extends from prior development efforts by Mide Technologies Corporation under earlier Small Business Innovative Research (SBIR) Phase I and Phase II contracts. The work accomplished during the “Bulkhead Shaft Seal Development” SBIR Project focused on designing a functional seal that didn’t rely on differential pressure as the activating medium. This project solved inherent issues with the Navy’s legacy bulkhead seal that resulted in the inability to prevent ingress of water between machinery spaces on the USS COLE thus compromising expensive machinery assets and putting sailors in harm’s way.

Naval Surface Warfare Center, Philadelphia Division (NSWCPD) Code 427 requires the continuation of contractor engineering, technical support, and project management support that was initiated under previous SBIR Phases, to transition the Phase II technology developed for DDG-51 and LCS Class ships to shipboard applications on LHA 6 (USS AMERICA), LHA 7 (USS TRIPOLI), LHD 1 (USS WASP), LHD 2 (USS ESSEX), LHD 3 (USS KEARSARGE), LHD 4 (USS BOXER), LHD 5 (USS BATAAN), LHD 6 (BONHOMME RICHARD), LHD 7 (IWO JIMA), and LHD 8 (USS MAKIN ISLAND). The contractor will also be required to provide labor and material to support installation as well as installation verification in the form of leakage testing each seal.

1.2 SCOPE OF WORK

The scope of work under this contract will be to extend the bulkhead shaft seal designed in the Phase I and II SBIR, N65540-05-C-0034, to shipboard applications on LHA 6, LHA 7, LHD 1, LHD 2, LHD 3, LHD 4, LHD 5, LHD 6, LHD 7, and LHD 8. This bulkhead seal design was previously implemented under multiple contracts listed below to be incorporated to different ship classes.

N65540-10-C-5010 – LCS 1 and 2 bulkhead seal procurement

N64498-16-P-5041 – LPD 17-24 bulkhead seal procurement

N64498-19-C-4012 – LPD 25-27 bulkhead seal procurement

The bulkhead seal design between these ship classes are all similar with the only differences being in size due to the changes in shaft diameter between each ship class. For this reason, all the contracts are extended from the original SBIR.

2.0. REQUIREMENTS

2.1 Provide Mide Reliant YM Series Bulkhead Shaft Seals for LHD 1:

2.1.1 Design and fabricate nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (Part Number 110-524-30-400).

2.1.2 Install nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (P/N 110-524-30-400) onboard LHD 1.

2.1.2.1 Prior to arrival, the following work is assumed to have been completed at each seal location:

2.1.2.1.1 Disassembly and removal of original ND-type seals.

2.1.2.1.2 Removal of any interferences that limit access to seal locations such as steps, pipes, and shaft guards.

2.1.2.1.3 Waterborne alignment inspection and machining of bulkhead flange, if necessary, to bring within 0.2 degrees perpendicularity.

2.1.2.1.4 Provisioning of temporary services including potable water hoses, and electrical power.

2.1.3 Test nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (P/N 110-524-30-400) onboard LHD 1. Contractor shall install and test seals shipboard as well as provide test results in an installation report no later than 30 days after installation (CDRL A001).

2.2 Provide Mide Reliant YM Series Bulkhead Shaft Seals for LHD 2:

2.2.1 Design and fabricate nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (Part Number 110-524-30-400).

2.2.2 Install nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (P/N 110-524-30-400) onboard LHD 2.

2.2.2.1 Prior to arrival, the following work is assumed to have been completed at each seal location:

2.2.2.1.1 Disassembly and removal of original ND-type seals.

2.2.2.1.2 Removal of any interferences that limit access to seal locations such as steps, pipes, and shaft guards.

2.2.2.1.3 Waterborne alignment inspection and machining of bulkhead flange, if necessary, to bring within 0.2 degrees perpendicularity.

2.3 Provide Mide Reliant YM Series Bulkhead Shaft Seals for LHD 3:

2.3.1 Design and fabricate nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (Part Number 110-524-30-400).

2.3.2 Install nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (P/N 110-524-30-400) onboard LHD 3.

2.3.2.1 Prior to arrival, the following work is assumed to have been completed at each seal location:

2.7 Provide Mide Reliant YM Series Bulkhead Shaft Seals for LHD 7:

2.7.1 Design and fabricate nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (Part Number 110-524-30-400).

2.7.2 Install nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (P/N 110-524-30-400) onboard LHD 7.

2.7.2.1 Prior to arrival, the following work is assumed to have been completed at each seal location:

2.7.2.1.1 Disassembly and removal of original ND-type seals.

2.7.2.1.2 Removal of any interferences that limit access to seal locations such as steps, pipes, and shaft guards.

2.7.2.1.3 Waterborne alignment inspection and machining of bulkhead flange, if necessary, to bring within 0.2 degrees perpendicularity.

2.7.2.1.4 Provisioning of temporary services including potable water hoses, and electrical power.

2.7.3 Test nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (P/N 110-524-30-400) onboard LHD 7. Contractor shall install and test seals shipboard as well as provide test results in an installation report no later than 30 days after installation (CDRL A001).

2.8 Provide Mide Reliant YM Series Bulkhead Shaft Seals for LHD 8:

2.8.1 Design and fabricate nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (Part Number 110-524-30-400).

2.8.2 Install nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (P/N 110-524-30-400) onboard LHD 8.

2.8.2.1 Prior to arrival, the following work is assumed to have been completed at each seal location:

2.8.2.1.1 Disassembly and removal of original ND-type seals.

2.8.2.1.2 Removal of any interferences that limit access to seal locations such as steps, pipes, and shaft guards.

2.8.2.1.3 Waterborne alignment inspection and machining of bulkhead flange, if necessary, to bring within 0.2 degrees perpendicularity.

2.8.2.1.4 Provisioning of temporary services including potable water hoses, and electrical power.

2.8.3 Test nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (P/N 110-524-30-400) onboard LHD 8. Contractor shall install and test seals shipboard as well as provide test results in an installation report no later than 30 days after installation (CDRL A001).

2.9 Provide Mide Reliant YM Series Bulkhead Shaft Seals for LHA 6:

2.9.1 Design and fabricate nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (Part Number 110-524-30-400).

2.9.2 Install nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (P/N 110-524-30-400) onboard LHA 6.

2.9.2.1 Prior to arrival, the following work is assumed to have been completed at each seal location:

2.9.2.1.1 Disassembly and removal of original ND-type seals.

2.10 Provide Mide Reliant YM Series Bulkhead Shaft Seals for LHA 7:

2.10.1 Design and fabricate nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (Part Number 110-524-30-400).

2.10.2 Install nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (P/N 110-524-30-400) onboard LHA 7.

2.10.2.1 Prior to arrival, the following work is assumed to have been completed at each seal location:

2.10.2.1.1 Disassembly and removal of original ND-type seals.

2.10.2.1.2 Removal of any interferences that limit access to seal locations such as steps, pipes, and shaft guards.

2.10.2.1.3 Waterborne alignment inspection and machining of bulkhead flange, if necessary, to bring within 0.2 degrees perpendicularity.

2.10.2.1.4 Provisioning of temporary services including potable water hoses, and electrical power.

2.10.3 Test nine (9x) Mide Reliant YM Series Bulkhead Shaft Seals (P/N 110-524-30-400) onboard LHA 7. Contractor shall install and test seals shipboard as well as provide test results in an installation report no later than 30 days after installation (CDRL A001).

2.11 Provide Mide Reliant YM Series Bulkhead Shaft Seal spares for LHA 1/ LHD 8 Class ships:

Design and fabricate nine (5x) Mide Reliant YM Series Bulkhead Shaft Seals (Part Number 110-524-30-400) to be used as spares for LHA 1 and LHD 8 Class ships.

3.0 DATA REQUIREMENTS

3.1 Installation Test Report (CDRL A001)

3.1.1 This report shall provide test results ensuring that the seal is working within specification following the installation.

3.1.2 The CDRL shall be delivered electronically no later than 30 days after installation.

4.0 TRAVEL

4.1 The Contractor will be required to travel to support installation. Additional travel may be required to evaluate potential shipboard interferences that could impact design and/or installation for a qualified unit.

5.0 PERIOD OF PERFORMANCE

5.1 The period of performance for this task is five years and begins upon contract award. Installations are expected to be accomplished from FY21 – FY25 and is based on individual ship availability. The table below shows ship availabilities in this time frame in which the install is planned to be performed, along with the Fiscal Year the seals will need to be purchased to support the install.
