VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 01 Eff date 04/23/2018
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C260-20-AP-2455

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This action is a new requirement and has determined to be urgent. This will be a firm-fixed price sole source award to a small business in accordance with. FAR 6.302-2(a)(2) When the agency’s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.
With the emergent effort to have readily available facilities to help combat and treat potential patient infected with the COVID-19 virus. The VA Puget Sound HCS is activating and standing up additional patient units to help with potential patient volume. In doing so we are requiring additional beds in order to accomplish this mission. If the units are activated without enough beds this may affect patient care and will put patients and potentially the community at higher risk. These resources are essential in ensuring the safety and well-being of the Veterans, families, staff, and community.
Item 1, 30 Each Hillrom Versacare Refirbished Beds $4,750.00 $142,500.00
Estimated Amount: $142,500.00
Estimated Delivery 4/10/2020
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This request is in support of the Presidents declared national emergency in response to COVOD-19 FAR 18.104 Unusual and compelling urgency. Agencies may limit the number of sources and full and open competition need not be provided for contracting actions involving urgent requirements.
6.302-2(b) (1) An unusual and compelling urgency precludes full and open competition; and (2) Delay in award of a contract would result in serious injury, financial or other, to the Government.
4. Description of market research conducted and results or statement why it was not conducted:
Because of the emergent status, limited market research was conducted. Due to COVOD-19, ICU bed supplies have been exhausted for all three of the WSNC Vendors (Joerns, Kreg and UHS) it is https://www.acquisition.gov/?q=/browse/far/13
VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 01 Eff date 04/23/2018 reasonable assumption that only the vendor, Medical Equipment Doctor, can satisfy this requirement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
