Questions and Answers - RFQ 205AE9-21-Q-83908-PMS (Presort Mail Services)

1. Would you consider digital Presort and IMb creation prior to print using a workflow tool and postal optimization software? This would allow addresses to be corrected, IMb applied directly to the address block, and documents rearranged into proper sort order with inserter verification barcodes added all prior to printing. Once documents are printed and inserted, they would be placed in mail trays and tagged, then ready for USPS pickup. This would eliminate the need for an outside provider to sort the documents and apply the IMb.

Response: No, the acquisition of a software application is not applicable for this requirement.

IRS requires a contractor to perform these services. The Performance Work Statement (PWS) clearly states the vendor will be responsible picking up of the mail; processing the mail utilizing the most cost effect (i.e. presort) method; and providing the IMb Marking on each piece of mail.

2. Where do these documents originate? – Mainframe, Database system, Document composition tool? In what format are they sent to the printer – PDF, Postscript, AFP, etc.?

Response: The origination of the documents is not applicable to the requirement as described in the PWS.

3. What print and insert equipment is currently in use? Do the inserters have barcode reader capabilities?

Response: The type of equipment used at the IRS facility is not applicable/relevant to this requirement.

4. Are the documents currently inserted into windowed envelopes? If not, would windowed envelopes be considered?

Response: The letters that have printed addresses are placed into window envelopes. For letter without a printed address, non-window envelopes are used so the address can be sprayed on the envelopes.
