About this file

This is a draft SF1449 solicitation for commercial off-the-shelf (COTS) electronic tax preparation software and associated support services for the Internal Revenue Service (IRS) Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs.

The IRS seeks to procure tax preparation software capable of preparing and electronically filing federal, state, and local individual income tax returns across approximately 12,000 domestic volunteer sites and 70 international locations. The software must operate in three versions: web-based, desktop, and self-preparer modes, with compatibility for systems with minimal resources (1.0 GB free hard drive space) and the IRS Common Operating Environment (COE). Core requirements include support for all 1040 Series forms, role-based user access controls, secure data handling and transmission, integrated intake sheet processing (Form 13614-C), document upload and storage capabilities, quality review functions, and real-time diagnostic validation. The contractor must provide comprehensive help desk support (95 percent first-contact resolution rate) available Monday-Friday 8 AM-12 AM ET and Saturday-Sunday 8 AM-8 PM ET during filing season (January-April) with extended response time protocols. Additional deliverables include weekly and monthly management reporting with specified data fields, user-generated and ad hoc custom reporting, training materials in English and Spanish, disaster recovery and business continuity planning, deployment metrics tracking, and a client portal enabling secure two-way communication between sites and taxpayers.

The contract is structured as a single-award, firm-fixed-price indefinite-delivery/indefinite-quantity (IDIQ) vehicle with a 12-month base period (August 17, 2026-August 16, 2027) and four one-year option periods, with no guaranteed funds at award. The contractor must guarantee minimum orders of 8,500 software licenses annually. A 90-day transition-in period is required, with software operational at full capacity by January 2027 filing season. The contractor must pass IRS security reviews and demonstrate access to encrypted sensitive taxpayer data. Proposals must include technical approach documentation (25-page maximum), fully functional software samples for COE and VITA COE testing, pricing for all contract line items with cost breakdowns, past performance references (three corporate experience projects with six references total from the past three years), and a small business subcontracting plan targeting 40 percent Small Business, 12 percent Small Disadvantaged Business, 5 percent Women-Owned Small Business, 3 percent HUBZone, and 3 percent Service-Disabled Veteran-Owned participation. Award will be made on a best-value basis considering technical capability, relevant work experience, software capability testing results, past performance, small business participation, and price. This is a draft solicitation for informational purposes only; no responses are currently being accepted.

SECTION II-STATEMENT OF WORK (SOW)

1. Background:

The Stakeholder Partnerships, Education and Communication (SPEC) organization within Customer Assistance, Relationships and Education (CARE), provides free electronic tax preparation for taxpayers who are generally low-income, elderly, disabled or have limited English proficiency. This service is provided nationwide in approximately 12,000 volunteer sites. Most of the return preparation is performed by certified volunteers.

Over each of the last three years, approximately 3.6 million Federal returns and 2.7 million state returns were processed at these sites by over 96,000 volunteers, partners and employees.

Generally, sites operate from January (beginning of e-file) through April 15. Some sites remain open year around.

1.1 Volunteer Income Tax Assistance (VITA):

SPEC partners with Community Based Coalitions, Non-profit Organizations, and local City and State Governmental Agencies to provide free tax preparation services. These agencies support the Volunteer Income Tax Assistance (VITA) program. VITA partners and volunteers prepare basic tax returns for low-income taxpayers, who are U.S. citizens, residents and non-resident aliens. All tax preparation is performed by a certified volunteer with the taxpayer present or by a taxpayer with the assistance of a certified volunteer. These returns generally include income from wages.

VITA sites are located at neighborhood community centers, libraries, churches, shopping malls and other locations that are convenient to the taxpayer, including a supplemental program for taxpayers living abroad or near U.S. embassies overseas. Internet accessibility is to be determined by location.

SPEC also partners with the Armed Forces Tax Council to provide free return preparation for active and retired military personnel at military bases and ships across the nation and internationally. These returns can be more complex and include a wide- variety of forms and schedules. These sites have Internet access but operate in a secure environment which tends to impede communication speeds.

1.2 Tax Counseling for the Elderly (TCE):

Tax Counseling for the Elderly (TCE) offers tax assistance services similar to those provided by VITA, as well as free tax counseling for elderly taxpayers, who are restricted to retirement homes, neighborhood sites, or private care homes. These returns are generally more complex than those prepared through VITA and may include income from pensions, annuities, and social security benefits.

2. Objectives:

The objectives of this single award contract are the following:

• provide secure, commercial off the shelf (COTS) Tax Preparation Software supporting VITA/TCE operations

• enable accurate preparation and transmission of federal and state taxes returns

• provide reliable user support and training to ensure successful filing season operations
