1. Clause IR1052.239-9003 (Section 508 Accessibility, 100% Compliance) in the RFQ contains technical standards / functional performance criteria that appear to be irrelevant to our proposed software oƯering and respective quote. If so, can these be marked N/A?
Response: All oƯerors submitting a quotation in response to this solicitation shall certify that their proposed information and communication technology (ICT) products or services comply with the applicable Section 508 accessibility requirements and shall submit a completed Voluntary Product Accessibility Template (VPAT®)/Accessibility Conformance Report (ACR) to support their compliance claim, in accordance with FAR 39.203 and the solicitation's Section 508 requirements.
2. Attachments 2 and 3 (Initial StaƯing Plan and Monthly Workforce Report) - if there are no anticipated contract labor resources, can these be marked N/A?
Response: Amendment 0001 removes APU 26-01 (Treasury TCSC Operational Acquisition Procedures Directive) from the solicitation. Accordingly, the requirements associated with APU 26-01, including the staƯing plan, workforce reporting requirements, and any related small business workforce certification provisions, no longer apply to this acquisition. OƯerors are advised to review Amendment 0001 for the revised solicitation requirements.

3. Incumbent/current vendor: Is there an incumbent vendor currently providing this service? If so, what is the current annual contract value?
Response: Yes. CoStar Realty Information, Inc. is the incumbent contractor. The current contract award number is 2043FY-25-P-00246. Additional information regarding the award, including publicly available contract data, may be obtained by visiting USAspending.gov.
4. Usage caps clarification: The SOW states "unlimited access to subscription data without annual usage caps." Can the Government clarify whether this refers to search/query volume, data export volume, or both?
Response: The Government's requirement applies to both search/query volume and data export volume. The proposed subscription solution shall provide unlimited access to the required data without imposing annual usage caps on

searches, queries, or data exports during the period of performance. Any limitations on these functions would not satisfy the Government's minimum requirements.
5. Export to Access: The SOW requires data export compatibility with Microsoft Access. Is native Access export required, or is CSV export (importable into Access) acceptable?
Response: Native Microsoft Access export is not required. A CSV export is acceptable, provided the exported data can be successfully imported into Microsoft Access without loss of data integrity or functionality necessary to support the Government's intended use. The exported data must be in a format that enables the Government to eƯectively use the information within Microsoft Access.
6. Section 508: Is a full Voluntary Product Accessibility Template (VPAT) required at time of quote submission, or is a written attestation of Section 508 compliance suƯicient?
Response: All oƯerors submitting a quotation in response to this solicitation shall certify that their proposed information and communication technology (ICT) products or services comply with the applicable Section 508 accessibility requirements and shall submit a completed Voluntary Product Accessibility Template (VPAT®)/Accessibility Conformance Report (ACR) to support their compliance claim, in accordance with FAR 39.203 and the solicitation's Section 508 requirements.
7. Training: Does the Government have a preference for training format (live webinar, recorded, on-site)?
Response: The Government has no preference between live webinar and recorded training, and either format is acceptable. Any live virtual training shall be compatible with Government-approved collaboration platforms, such as Microsoft Teams or Government Zoom. On-site training is not required unless otherwise agreed upon by the Government and the Contractor.
8. User provisioning timeline: The SOW requires access live on Day 1 (August 11).
Will the IRS provide the list of 20 authorized users in advance of contract award to allow for timely provisioning?
Response: The Government anticipates providing the list of authorized users promptly upon contract award and in suƯicient time to support timely provisioning and ensure user access is available on the first day of performance.
9. StaƯing Plan (Attachment 2): For a SaaS subscription service with no direct labor component, how should oƯerors complete the Initial StaƯing Plan template? Should we list the customer success/account management personnel assigned to the contract?
Response: Amendment 0001 removes APU 26-01 (Treasury TCSC Operational Acquisition Procedures Directive) from the solicitation. Accordingly, the requirements associated with APU 26-01, including the staƯing plan, workforce reporting requirements, and any related small business workforce certification provisions, no longer apply to this acquisition. OƯerors are advised to review Amendment 0001 for the revised solicitation requirements.
10. Optional Contract Terms: Does the Government anticipate any option years beyond the base period of performance? If so, would oƯerors be permitted to submit optional pricing for multi-year terms?
Response: Option period are not included in the solicitation and option prices should not be submitted.

11. Addendum I to FAR 52.212-4 (Full Text). The solicitation incorporates FAR 52.212-4 with "Addendum I" referenced as governing contract terms. The full text of Addendum I does not appear in the solicitation documents provided. Please provide the complete text of Addendum I so that oƯerors can assess all contract terms prior to submission.
Response: FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, and Addendum I are incorporated by reference in the solicitation and do not contain any solicitation-specific fill-in provisions. The full text of these provisions is publicly available and may be accessed at Acquisition.gov. OƯerors are responsible for reviewing all clauses and provisions incorporated by reference into the solicitation.
12. Section 508 / ICT Accessibility: Applicable Provisions and Evaluation Standard.
a. The Section 508 checklist embedded in clause IR1052.239-.Z identifies no specific ICT provisions as applicable to this acquisition — the checklist is entirely blank. Additionally, IR1052.239-9003 references "100% compliance," while FAR 39.203(d) provides that when acquiring commercial products and commercial services, an agency must comply with those ICT accessibility standards that can be met with supplies or services available in the commercial marketplace that "best address the agency's needs," and FAR 39.205(a)(3) provides that where no commercial product fully conforms, the agency shall procure the product that "best meets" the accessibility standards consistent with the agency's needs.
b. Please confirm: (a) which specific ICT accessibility provisions at 36 CFR Part 1194 the requiring activity has determined apply to this acquisition; (b) whether the Government intends to evaluate oƯeror conformance under the "best meets" standard at FAR 39.203(d) and 39.205(a)(3) applicable to commercial products, or under the 100% conformance standard as stated in IR1052.239-9003; and (c) whether an Accessibility Conformance Report (ACR) prepared in VPAT 2.5 format, disclosing current conformance levels with a remediation roadmap for any partial or non-conforming items, will satisfy the Section 508 element of the technical evaluation.
Response: All oƯerors submitting a quotation in response to this solicitation shall certify that their proposed information and communication technology (ICT) products or services comply with the applicable Section 508 accessibility requirements and shall submit a completed Voluntary Product Accessibility Template (VPAT®)/Accessibility Conformance Report (ACR) to support their compliance claim, in accordance with FAR 39.203 and the solicitation's Section 508 requirements.
13. Changes Clause: FAR 52.243-1 vs. FAR 52.212-4(c). The solicitation incorporates both FAR 52.212-4(c), which provides that "changes in the terms and conditions of this contract may be made only by written agreement of the parties," and FAR 52.243-1 (Changes—Fixed-Price), which authorizes the Contracting OƯicer to make unilateral written changes within the general scope of the contract. Please confirm how the Government intends to reconcile these two clauses with respect to changes to the scope of the subscription service and associated license terms — specifically, whether any changes to the licensed data sets, user counts, or access terms require mutual written agreement.
Response: Amendment 0001 removes FAR 52.243-1, Changes—Fixed-Price, from the solicitation. Accordingly, the commercial changes provision at FAR 52.212-4(c), Contract Terms and Conditions—Commercial Products and Commercial Services, governs contract changes. Any changes to the contract terms and conditions, including changes aƯecting the subscription service, licensed data sets, user counts, or access terms, must be made by mutual written agreement of the parties in accordance with FAR 52.212-4(c).
14. APU 26-01 Applicability and Small Business Certification. Attachment 1 to the solicitation incorporates APU 26-01 (Treasury TCSC Operational Acquisition Procedures Directive), including a staƯing plan requirement and a workforce reporting requirement. APU 26-01, by its terms, appears to apply to small business set-aside acquisitions under RFO Part 19.. This solicitation is designated UNRESTRICTED (SF 1449, Block 10). Please confirm: (a) whether APU 26-01 and its associated small business workforce requirements apply to this unrestricted acquisition; and (b) if so, whether an other-than-small business prime contractor is required to complete and certify the small business prime contractor workforce percentage fields in Attachments 2 and 3, and on what basis.
Response: Amendment 0001 removes APU 26-01 (Treasury TCSC Operational Acquisition Procedures Directive) from the solicitation. Accordingly, the requirements associated with APU 26-01, including the staƯing plan, workforce reporting requirements, and any related small business workforce certification provisions, no longer apply to this acquisition. 15. Option Periods / Period of Performance Structure. The solicitation states a base period of performance of August 11, 2026 through August 10, 2027 (approximately 12 months). No option years are identified in the solicitation. Please confirm: (a) whether the Government anticipates exercising options beyond the base period, and if so, on what terms; and (b) whether the Government intends the contract to be a single fixed-period subscription with no renewal mechanism, or whether the Government expects to issue a follow-on solicitation or task order at the end of the base period.
Response: Option period are not included in the solicitation and option prices should not be submitted.
Product/Sales Questions:
16. Section 508 – Rehabilitation Act Requirements. Our current TreppCRE UI that tracks historical and current transactions is not certified for accessibility standards.
Does the IRS require a certification for the accessibility standards?
Response: All oƯerors submitting a quotation in response to this solicitation shall certify that their proposed information and communication technology (ICT) products or services comply with the applicable Section 508 accessibility requirements and shall submit a completed Voluntary Product Accessibility Template (VPAT®)/Accessibility Conformance Report (ACR) to support their compliance claim, in accordance with FAR 39.203 and the solicitation's Section 508 requirements.
a. Are we still able to respond to the RFQ if we don’t have this certification?
Response: Yes, however non-compliant oƯers will likely be determined to be technically unacceptable during the technical evaluation of their quotation.
17. CRE Transaction End Points. Are there specific transaction end point requirements that the IRS is looking for, both historically & current?
Response: The Government requires support for the commercial real estate (CRE) transaction data and functionality identified in the Performance Work Statement.
No additional transaction endpoints are required beyond those necessary to satisfy the requirements of the solicitation.
18. Detailed Usage Report. What type of information are you looking for in a detailed usage report? How often do you require this detailed usage report?
Response: The Government requires monthly usage reports suƯicient to monitor system utilization and subscription activity. At a minimum, the reports should identify user activity, login history, report generation activity, data export activity, and other relevant utilization metrics available through the contractor's standard reporting capabilities. The Government may request additional ad hoc usage reports during contract performance.
