About this file

This document is a justification for other than full and open competition for an emergency COVID-19 contract award. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 required personal protective equipment including 200,000 KN95 respirators at $1,190,000, 200,000 surgical masks at $170,000, protective suits, and 50,000 bottles of hand sanitizer at a total cost of $1,804,625 to be distributed to its seven medical facilities. Due to a national shortage exacerbated by the pandemic, only Pacific Link International, Corp. could provide the required quantities by April 10, 2020. The justification cited an unusual and compelling urgency under FAR 6.302-2. The contract was awarded to Pacific Link on April 20, 2020 for the full amount required.
