1) Please clarify the NAICS Code for the RFP 20356221Q00005 Blast Modeling. SAM.gov states that the NAICS Code is 541330 – Engineering Services, size standard $14M. Should this be 541330 – Engineering Services, Exception 1 for Engineering Services for Military and Aerospace Equipment and Military Weapons, size standard $41.5M?

Government Response: The selected NAICS code of 541330 Size Standard $16.5M is the correct amount for this NAICS.

2) Should this be 541330 – Engineering Services, Exception 1 for Engineering Services for Military and Aerospace Equipment and Military Weapons, size standard $41.5M?

Government Response: No, the selected NAICS code of 541330 Size Standard $16.5M is correct.

3) The NAICS Code 541330, Engineering Services, states to qualify as a small business, revenue of the company must be below $16.5M, Except, for Military and Aerospace Equipment and Military Weapons it is $41.5M. Since this is a non-military activity, would qualification as a small business be based on our non-military activities and we would qualify if they are below the $16.5M?

Government Response: The vendor must qualify as a Small Business under NAICS

541330 Size Standard 16.5M.

4) Can a small-business prime team with a non-SBE firm, and, if so, what percentage of labor can the non-SBE teaming partner contribute to the contract?

Government Response: Yes, the Prime Small Business must retain 51% of the workshare.

5) Is there an incumbent on this contract?

Government Response: This is a new requirement.

6) Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 20356221Q00005 will be a follow‐on requirement to any work performed currently or in the past, or will this be a new requirement?

Government Response: This is a new requirement.

7) Section V “Minimum Qualifications” of the PWS states “Contractor personnel in support of the tasks under this contract shall have, at a minimum, the following experience: Possession or acquiring of any training or certifications needed to enter chemical facilities, when necessary.” Please define the specific training or certifications that are required at a minimum, as required training/certification may vary from facility to facility based on combustible material, space access requirements, space confinement, etc.

At times Contractors may be required to acquire 40-hour HAZWOPER training, or may be required to be respirator fit tested.

8) Section V “Minimum Qualifications” of the PWS states “Contractor personnel in support of the tasks under this contract shall have, at a minimum, the following experience: The training and equipment necessary should they be required to wear an air purifying respirator within the facility.” Please clarify if the Contractor is expected to own and utilize their own air purifying respirator equipment in the execution of the work under this effort or if this equipment will be provided on site. Also, please define the specific training that is required at a minimum.

In the event respiratory protection is required, the Contractor is expected to procure their own air purifying respirator equipment. To wear a respirator, OSHA requires respirator training and a health evaluation.

9) Is the intent of Attachment C – Pricing Sheet, for all firms to use the preset “estimated hours” in the Excel file template, thus leaving the government’s cost evaluation to be in the comparison of the “estimated rates” for the various labor categories between firms? Or are firms also supposed to try and estimate the required number of hours for the given tasks? Estimating the hours for these tasks would not seem accurate given the scope and present specifics.

Government Response: Attachment C states: “The hours are for pricing evaluation purposes only; NTE amounts will be established with Technical Instructions issued by the COR.” The Government intends to evaluate estimated rates for the various labor categories.

10) If a vendor wanted to team with a small business who has this capability, would that business need to have an existing Government contract in place?

Government Response: No, this is being solicitated on SAM.GOV therefore it is not a requirement to have an existing Government contract in place. Any and all businesses must be registered in the System for Award Management (SAM) in order to do business with the Government.
