RFI Draft Performance Work Statement (PWS) U.S. Election Assistance Commission (EAC)

Biennial Election Administration and Voting Survey (EAVS)

1. General Information

1.1 Background

The United States Election Assistance Commission (EAC) is an independent, bipartisan commission created by the Help America Vote Act (HAVA) of 2002 to assist State and local election officials with the administration of Federal elections.

Section 202(3) of the Help America Vote Act of 2002 (HAVA) authorizes EAC to conduct studies to promote the effective administration of Federal elections. HAVA also transferred to EAC the responsibility of biennially administering a survey on the impact of the National Voter Registration Act of 1993 (NVRA). The NVRA requires EAC to report to Congress, in the year following a Federal election, on the impact of the Act on the administration of elections and to include recommendations for improvements in procedures, forms, and other matters affected by the legislation. HAVA also mandates that the Commission collect information related to the processes and procedures used to register voters and to serve uniformed and overseas citizens wishing to vote pursuant to the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) of 1986.

2026 Election Administration and Voting Survey (EAVS), Policy Survey and Comprehensive Report

Beginning in 2004 and continuing on a biennial basis, the EAC collects data related to the administration of elections from 56 U.S. States and Territories. Using the EAVS and Policy Survey, this data collection informs on the impact of election day operations, NVRA and UOCAVA. The EAVS is comprised of more than 600 variables and reaches approximately 6,500 respondents. The Policy Survey accompanies the EAVS and provides a contextual understanding of state laws, policies and procedures governing federal elections. Since 2014, the EAC has published an all-inclusive comprehensive report that informs its stakeholders on the most recent general election.

1.2 Objective

The objective of this SOW is to provide efficient and effective survey administration, data collection and analysis, and development of final comprehensive report for the 2026 project cycle. These activities include but are not limited to the following:

• Administering two survey questionnaires (Policy Survey and Election Administration and Voting Survey) for the 2026 federal election;

• Providing technical assistance to each of the States and U.S. Territories (56 Jurisdictions) as they gather, verify and submit their data – which is accumulated by various means from thousands of their local jurisdictions.

• Write comprehensive reports outlining results that include effective use of graphics and data visualization to illustrate key findings from surveys;

• As an option - maintaining and updating the EAVS data interactive developed with the most recent election year.

The period of survey administration and data collection typically should occur between July 2026 and approximately March of the following year. Administration of the Policy Survey precedes the EAVS. The Policy Survey collects state-level data directly from state election offices. The EAVS collects local jurisdiction-level data from state election offices. Each State or Territory is responsible for collecting or tabulating, on behalf of its local voting authorities, the responses to the EAVS survey based on election activity in their jurisdiction. Some States have the ability to access and roll-up the data from a centralized system, while most must rely on Counties, Townships and Cities to complete and submit the survey instrument to the State for a manual roll-up of the data.
