About this file

This document contains questions and answers regarding a request for proposal for an MTU 1000KW emergency backup generator replacement. Key details include that the RFP is for installation, removal, training, shipping and trade-in of existing equipment for replacement of an aging MTU 1000KW generator at a Financial Crimes Enforcement Network facility. The replacement generator must fit on an existing concrete slab measuring 19'2" by 12' wide. Clarification is provided around fuel tank sizing, electrical specifications, existing wiring configurations, permitting requirements, and coordination of a temporary rental generator during the replacement process.

Questions and Answers for the 20341221R00001 generator replacement

1. Confirm the base/Need to fit : Base of generator is 17’2” Long and 7’9” Wide.

Need to fit: The generator must fit on the concrete slab is 19’2” Long by 12’ Wide.

What is the NEC code UL142 requirements? – are we able to use this? We are able to use UL142 tanks for replacement.

2. Confirm 1600amsp for the c/b: ?

3. Confirm voltage for the block heater:

BLOCK HEATER: Standard @ 20 F, 480v_ 3 Phase _9000 Watt

4. Does the old unit have a distribution panel? Yes.

5. Is an existing electrical one-line diagram available? No

6. Is there a submittal available for the existing generator? No

7. In the SOW the first paragraph says the generator must be capable of running 48 continuous hours without refueling. In the description of services paragraph 1.5 it says the generator shall come with a UL142, double walled, 2200-gallon fuel tank to provide continuous runtime of 48 hours under 100% load. The new generator uses 73GPH at 100% load or 3504 gallons. A 2200-gallon tank will provide 30 hours at 100% load. These requirements are conflicting, confirm what is required? The existing generator can run for 48 hours because the maximum load we put on the generator is considerably less than 100% load.

8. Confirm what wiring is installed between the existing generator and each existing remote annunciator? (our reason is the old wiring may not be compatible with the new annunciators)

We cannot confirm 100% without knowing the exact model of the equipment, but we are confident the annunciator wiring will be compatible with a new annunciator and will not need to be modified.

9. In the on-site support paragraph 2.1.1 it requires the rental generator be delivered and connected one day prior to the project beginning. The emergency wiring is installed through the base of the existing generator to each transfer switch. The rental generator must be connected to that same wiring. There are two options for connection, please respond to which option is required? Temporary wiring cannot be installed. How you accomplish the transfer of cabling from the existing generator to the Rental generator is up to you. The objective is to make this transfer as quickly as possible to reduce the amount of time without back-up emergency power.

Transferring cables (using emergency cables) to the Rental generator before moving the existing generator would be the most expedient method.

a) Disconnect the emergency wiring at each transfer switch on the second and sixth floors.

Install temporary wiring from the rental generator outside through the building and connect to each transfer switch.

b) Disconnect and remove the existing generator and install the new generator over the existing wiring. Connect the temporary generator to the emergency cables.

10. In the on-site support paragraph 2.1.7 it requires us to sample the existing fuel, store the fuel, polish the fuel, and install it into the new generator if the fuel is acceptable. If the fuel is not acceptable for reuse, we are to dispose of the fuel. There will be a cost to dispose the fuel so how are we to know if this must be included in our pricing? It may be more cost effective to just dispose of the existing fuel and provide new fuel for the new generator. This way we will include the cost of fuel disposal into our bid.

Store and polish existing fuel from old generator and install in new generator.

11. How much fuel is in the existing tank? ¾ of a tank approximately 1650 gallons as of 4/21/2021.

12. If we can guarantee the complete removal and replacement process of the generator, within an 8-hour window, can the connection and disconnection of the temporary generator be omitted?

No! we want to stay with the scope of work.

13. Please provide a photo of each remote annunciator to be replaced.

14. In the description of services paragraph 1.6 it says to replace 2 existing annunciators with new annunciators. The existing annunciators appear to be much smaller than the new annunciators, see attached. Can the new annunciators be surfaced mounted over the existing annunciator back box? Yes they can be surface mounted over the existing annunciator back box.

15. The main circuit breaker on the existing generator does not meet current NEC requirements.

The current NEC requires the main breaker to have ground fault protection and arc reduction maintenance system. Should this be included on the new generator? This generator is almost 20 years old, I would expect a new generator would meet NEC requirements.

14. In the clarifications paragraph 7.0 the dimensions provided are different than what we measured on our site visit. We measured the total length of the existing generator with the hoods to be 330.5” long. Confirm our measurements? Confirmed measurement is 331 inches Long and 96 inches wide.

The generator must fit on the concrete slab which is 19’ 2” Long by 12’ Wide.

15. The Fairfax County Fire Marshal’s office requires a permit and a site plan drawing. (Richard Twomey 703-246-4812) Can an existing site drawing be provided? No. If Fairfax County requires a permitting and a site drawing plan then put the cost of that in your quote.

16. What is the voltage of the existing jacket water heater on the generator?

3 PH 208V

17. The generator has four feeders leaving the circuit breaker. On our site visit we saw two transfer switches only. One transfer switch had two feeders and the other transfer switch had one feeder on the emergency side. Confirm how many transfer switches are being fed from the generator? 2 Transfer Switches one on the 2nd floor and one in the Penthouse.

18. Can you explain CLIN 007 Contractor Manpower Reporting (CMR) if required? What is this for?

Remove per Harry Scott’s email.
